WASHINGTON, May 23.—The wave of depression has hit the Jail business. Deets Pickett, research secretary of the board of temperance, prohibition and public morals of the Methodist Episcopal Church, who makes it his business to keep a finger on the poise of “Obi Man Beelzebub,” declares that prohibition has hit the jail business a smashing blow. Pickett bases his claim upon a study of jail statistics in 200 county Jails in fourteen States. He admits that the study does not take Into consideration crime conditions in the larger cities, but is merely a study of rural and small town crime. For the purposes of his study Pickett has taken a census of 200 county Jails whtch, he says, “were selected at random, and the reports are intended to give indication as to the effect of prohibition upon rural and small town crime statistics.” “The totals show a decided decrease In Jail population under prohibition,” says Pickett, “except for the State of Maryland, where there is an apparent increase due to the fact that reports for years preceding ' prohibition are not complete. “It is Interesting to note that even New Jersey, where the prohibition law has been poorly enforced and where the Governor did everything possible to bieak down respect for the laws, choose a decided improvement under prohibition.” The States in which Pickett made his jail census were California, Connecticut, Delaware, Illinois. Louisiana. Maryland, Massachusetts, Minnesota, Missouri, New Jersey, New York, Pennsylvania, Vermont and Wisconsin. Pickett's census shows that in these States 200 county jails in lfilS had a net population of 8,251, while in 1920, after the demise of the late lamented J. Barleycorn, the population of these same jails had withered to 5,357. Giving further evidence of the depression in the jail business. Pickett's report shews that some wardens must be hard pressed for enough work to keep them out of mischief. Twenty-seven jails In California had but 333 prisoners between them in 1920, when Pickett's census was taken, five jails in Connecticut had 287. two jails in Delaware 318, twenty-two in Illinois, 153; seven in Louisiana, 47; two in Maryland, 62; nine In Massachusetts, 332; thirty-four in Minnesota, 237; eighteen in Missouri. 56; eight in New Jersey, 1,511; twenty-three in New York, 262; thirty in Pennsylvania, 1,702; two in Vermont, 9, and eleven' in Wisconsin, 48. . OBSERVES ‘FOREST WEEK’ Period Set Aside for Timber Protection. Indiana along with every other Stats In the Union today started observing “Forest Protection Week.” The week starting yesterday and ending next Saturday was proclaimed by President Harding as a pJriod devoted to the protection of and the preservation of forest lands. Although Die State owns no largs forest'tracts the department of conservation is urging the people of Indiana to protect the forest lands which still exist. Before the logging crews, the lumber* men of" the United States became aware of the fine hardwood which grew ta Indiana the State had earned a reputation as one of the States growing the finest hardwood in the country. The 1921 session of the Indiana Legislature enacted a law which makes It punishable by fine for any one to set fire or burn any wood or timber which is not his or her propelty.

Welborn, vice president of the Institution; the Climax Grocers Coffee Company and Its treasurer, A. B. Gates, conspired to have the bank sne the Caplan Grocery Company, a Pennsylvania concern, on a certain bill of exchange for $9,397.92, are contained In a injunction and accounting filed in Federal Court today by the latter firm. Last September the Fletcher American Bank brought suit on the acceptance In question, and the suit filed today charges that the defendants, knowing the Caplan Grocery Company had a good and sufficient defense against the Climax Grocers Coffee Company, conspired to have the Fletcher American National Bank take over the acceptance and bring suit on it. An Injunction to R’c-hiblt the bank from taking further 4teps In the prosecution of tbe suit and an accounting from the coffee company Is asked. Purdue to Entertain County School Heads Plans are being completed for the meeting of the county superintendents of Indiana at Purdue University June 21 to 23. The meeting has been called by L. N. Hines, State superintendent of public instruction. The committee in' charge of the meeting consists of E M. Smith. Purdue; H. B. Wetherow, of the department of education; O. H. Wreldt, State director of vocational education and B. J. Burris, assistant State superintendent. Among the questions to be discussed will be the classification of schools, the proposed State school survey, rural school houses, teachers’ training and teachers' contracts. Narcotic Sleuth Is Back From Detroit Guy E. Braughton, Federal narcotic Inspector, who has been stationed In Detroit. Mich., for almost a year, has returned to Indianapolis where he will stay until July 1. The change wa* made necessary by the exhaustion of the funds of this branch of the Internal revenue department. The new appropriations will be available July L During his year in Detroit Mr. Braughton made almost 200 arrests for violation of the narcotic laws, captured thousands of dollars worth of narcotics and earned for himself the title of the “Indiana clean-up man.’* Check Forest Fires in N. E. Minnesota ST. PAUL, May 23.—Forest fires In northeastern Minnesota were said to be checked today in reports to the State Forestry Department. Heavy showers In the Duluth region aided in stopping fires which crews including hundreds of men have been fighting for four days. Two lumWer camps in the Wales district were destroyed. There was no other heavy property loss except on standing timber, so far as reports here show. Blair, North Carolina Republican leader, for internal revenue commissioner. Slashes Wife’s Throat, Kills Daughter, Self SILOAM SPRINGS, Ark., May 23. After slashing his wife's throat with a razor, R. B. Eaton, 45, a farmer residing near here, late yesterday, shot to death his 13-year-old stepdaughter and then ended tils own life with the same weapon.
