LUPTON SAYS LAW WILL CURB THEFT OF CARS State Auto .Association Head Explains Provisions of New Act. TITLE TO BE REQUIRED For tbe pnrposs of blocking the comlnereializaU theft of automobiles in Indiana, anew law which will be effective when the Governor prortalras the new acts early In June, will require every inofor vehicle to be re-registered with proftf of ownership, according to a statemeut issued by A. G. Lupton of Hartford City, president of the Iloosier State Automobile Association. This new law is virtually an abstract of title law," Mr. Lupton states. “The owner mutt prove lua ownership with .in atTidavit and for this purpose our association is cooperating with the secretary of State in selecting registrar agents in every county of the State to make it convenient for owners to comply with the law. A period of ninety days is allowed after the law is proclaimed. A fee of $1 Is required to be paid the secretary of State and the usual notarial fee of 25 cents is required in addition. AITO THEFT' FI N’D CHEATED. The $1 fee creates a perpetual auto theft fund and pays for the printing and other expense required In putting the law into effect. Fifty cents of this fee is for the abstract of title, or deed, and 50 cents is for 4 small, flat, aluminum shell having a celluloid face which will contaih a receipt of registration. This container must be carried in the driver's compartment of the car and remain there, a penalty being provided for operating a car without this. This card bears the signature in ink of the owner. 4 The certificate of title itself Is to be retained by the owner in a safe place, just as though it were a deed to a piece of property. The law specifies a fine of SSOO and two years’ imprisonment as a minimum penalty for selling an automobile, or buying such car, without at the same time transferring the certificate of

HEAVY PENALTY PROVIDED. “For forging or altering a certificate or registry card the minimum penalty is SI,OOO fine and five years' imprisonment. "The new law is very strict in requiring an accurate engine number and accurate serial number. For this reason the Hoosier State Automobile Association is assisting the secretary of State In selecting dealers and reputable service men in all county seat towns and in other prinelpal towns of the State, since they are prepared to supply this information quickly and accurately. Severe penalties are stlnulated for operating a car having a mutilated engine number or deliberately mutilating or destroying same. “Motor car owners will receive from the Secretary of State In a few days a copy of the new law and an application blank for registration. At tbe same time an offer is being made to every automobile owner In behalf of the Hoosier State Automobile Association to this effect: If the auto owner is not a member of our organization but is willing to join us In our work for good roads, better marked routes, more protective legislation and other advantages —our association will pay the State fee of $1 on receipt of the car owner’s application for membership and check to cover the year's membership. Thus for ths regular rate of sll the new member benefits immediately to the extent of haring his $1 registration fee paid and he has a whole year’s membership In addition. ACCOMPLISHMENTS OF ASSOCIATION. “Our association has been working for twenty years for the benefit of all automobile owners and we have accomplished much in the way of good legislation. We have thirty-two main highways, most of them well marked, and have three crews now remarking some routes and completing other routis. Our danger signs and warnings are seen frequently. This work costs ns much money and this money comes from membership dues alone. “Our legislative work at the last session succeeded in killing bills which would have put nearly $2,000,000 additional tuxes on auto owners. Our law requiring road patrols on main county highways will, it is estimated, save SIOO worth of wear and tear on every car using the highways by seeing to it that

Our touring bureau is constantly in touch with road conditions on main routes throughout Indiana and elsewhere. The member of our club Is also a member of the American Automobile Association, the Kuttonal organization having more than 900 affiliated clubs. "With all this being accomplished from funds received from memberships, and those members amounting to perhaps less than 1 per cent of the total number of automobile owners in the State, is it to be wondered that we wish these 99 per cent owners to realize what we are dolng-for them? “Our organization is really a civic one, because it is noncommercial and actually mutually protective. If in union there is strength the question then is how strong are automobile owners for themselves? The more selfish each one of them la, the stronger the reason why he should get In and help the good work. “During the ninety-day period when the re-registration of motor vehicles is carried on, our agents and some of the auto dealers wiH be acting as registrars for the Secretary of State and they will be ready to accept memberships for the association under the proviso that the association will pay the $1 State fee for any such new members. Certainly this is a fair propositon—lt Is also a fair test of Just how much interest the individual automobile owner has In his own welfare.’’ Raid Roadhouses About Terre Haute Special to The Time*. TERRE HAUTE, Ind., May 13County officials have started their cleanup of all road houses, having made their first raid on the Fort Ileydon place, abont which much complaint had been received. Two arrests were made. Warrants have been Issued for the arrests of proprietors of two other road houses.

Federated Clubs Go to Liberty Next Special to Tho Times. RICHMOND, Ind., May ng the election of officers and hearing reports of various committees, the convention of the Sixth District Federated Women’s Clubs adjourned late Thursday. Liberty was selected as the site of the convention for next year. Officers who were re-elected to serve for the ensuing year are: Mrs. Harry Dalbey, Richmond, president; Mrs. C. F. Baxter, Knightstown, vice president; Miss .Marie Gard, Liberty, secretarytreasurer. The principal speaker at the afternoon and closing session was Mrs. Frank J. Sheehan of Gary, who spoke on “Tbs Dune Country of Indiana,” illustrating her talk with many beautiful slides. Mrs. Sheehan is an active worker among those who are striving to make the dune country a State park. Ft. Harrison Man to Take Long Hike Sergt. Harlie C. Sylvester, United States Army, on duty at headquarters of the fifth corps area, Ft. Benjamin Harrison, has, at his own request, been authprized to make a cross-country “hike,'' covering three of the four States comprising the Fifth corps area —Indiana, Ohio and Kentucky—in the Interest of the citizens’ 'military training camps to be held during the summer of this year. Sergeant Sylvester will cover approximately 737 miles between May 15 and June 30, visiting the leading cities of the three States. Retail Grocers to Meet in Anderson Special to Tho Times. ANDERSON, Ind., May 13—The annual convention of the Indiana Retail Grocers’ Association will meet In this city next week, beginning Monday for a three-day session. It is expected that 500 grocers from towns and cities of Indiana will be In attendance. Local organizations, including the Rotary Club, will have part In the entertainment of the visitors. The program Includes a theater party, an automobile tour of the city and a visit to Mounds Park. A. G. Harrison, president of the local Grocers’ Association, is in charge of arrangements.

DISTURB GRAVE 56 YEARS OLD Hoosier Pioneer Is Center of Interest. Special to The Times. COLUMBUS, Ind., May 13.—The grave of Ursula Tannyehill, one of ths early settlers of the county, who died in 1865, was opened yesterday by a posse of citizens from the country west of Taylorsville. The grave is located in a desolate and out-of-the-way place cn the James Harris farm, between Taylorsville and Edinburg. Mysterious actions of a party of strangers in the neighborhood led to the formation of the posse, which followed the tracks of the strangers to the grave. When signs of fresh digging was seen around the grave the posse obtained permission to reopen it. On removing a stone slab, which covered the top of the grave, it was found that the grave had been loosely filled in with logs and stones and dirt. The posse dug through to the cast iron casket In which Mrs. Tanneyhill had been burled.
