Practical politicans, Democrats, Republicans and Socialists sat up aghast at such a maneuver and with the help of several prominent cltiaens who sincerely oppose government by commission and manager quickly organized the Representative Government League, of which Robert M. Van Atta. former judge of the GrantDelnware Superior Court, was made the chairman. Abie leaders of all three parties got into the fight. Among active Democrats in the “anti” camp are Meade S. Hays and B. Bobbs Shively, attorneys, and C. D. Pinkerton, druggist. Eli Coats. Republican city chairman; Samuel Stricter, attorney and onetime’ Republican candidate for Congress from the Eleventh district; Harley Hardin, attorney, and others represent the Republicans, while the Socialists have two of their regular war horses, Ernest Malott and Harry Oatis, in the harness. HAMMERS CITY ADMINISTRATION. From the outset the Citizens’ League began to hammer the present Republican city administration, headed by Mayor Elkonah Hulley. as being inefficient. The lack of proper development of the municipal water system, inefficency in the police department, failure to provide parks and playgrounds, impassable pavements and other civic ills were pointed out and the declaration made that as soon as Marion got a city manager these defects would be remedied. The "antis” smiled in derision and asked where the Citizens' League thought the city manager was going to get the money to pay for all these improvements as well as his own "fabulous" salary? Why, out of the pockets of the people, of course, they said. The Citizens' League has gone ahead in a dignified manner to present facts and figures to show that Marion can not get efficient city government under the present plan, that other cities have prospered under the commission-manager form and that therefore it is at least worth a trial here. But oil this appears to have been but as chaff before the wind of opposition which the keen political minds in the Representative Government League have stirred up. DAYTON DIRECTOR COMES TO TOWN. C. B. Greene, director of the bureau of research for the city commission of Dayton. came to town. Mr. Greene, from all surface indications, seems to be rtiont as popular In Marion with about four-fifths of the people as the kaisar would have been had he dropped in during war times and told the folks that their method of governing themselves is all wrong. Mr. Greene looked over Marion and began to find things that he thought a good city manager would not tolerate for fifteen minutes. They happened to be things that Marion has been tolerating for fifteen years or so ant\ it was natural that the civic pride should be hurt by such discoveries by an outsider, especially an outsider who had come from another State. The leaders of the Representative Government League are making the most of Mr. Greene's presence, playing with might and main upon tho idea that he is an interloper. They are not neglecting at the same time to keep the voters from forgetting that the city manager, whom they paint as having as much power as the czar of Russia once enjoyed, in all probability will be imported from lowa, Maine, Oregon or some other distant commonwealth. Besides the presence of Mr. Greene of Dayton and the reported earlier participation of the secretary of the commercial body in the movement, the "antis” are benefiting by a blunder of the friends of the change something akin to that made by the campaign managers of Thomas C. Howe, candidate for tbs Republican nomination for mayor In the primary at Indianapolis recently. They are attempting to make it appear that all the “good people” In town are in favor of the commission-manager plan. Many “good people” are to be found upon both sides, and the apparent attempt of the one faction to belittle the standing of those In the other has caused the same kind of resentment that made many citizens of Indianapolis go to the polls in Indianapolis and vote for Edward J. Robison and Samuel Lewis Shank. PASTOR HOLDS PLAN CNAMERICA!*. Some of the "good people” In the M antt" camp have been coming right out in public to assert their belief that the com-mission-manager plan is un-American. Among them is the Rev. John P. Durham, rector of St. Paul's Catholic Church. The Rev. Durham was the author of a threecolumn signed article which appeared last week in an issue of the Marion Observer, a weekly paper published by Morris G. Callahan. The Observer for several years ha* boasted that it is the champion of the: people as against the public Several years ago there was a movemenw on foot to have the city buy the light and heat plant. It was operate&jw the Marion Light and Heat Company. Both of the dally newspapers, the LeaderTribune, Democratic, and the Chronicle, Republican, opposed municipal ownership. The Observer has repeatedly charged that Richard Breed of the American Gas and Electric Company, with headquarters in New York City, bought out the two newspapers In order to fight municipal ownership because his company owned the Marion Light and Heat Company. In the present campaign the Observer, by inuendo, is charging that the "Interests,” as represented by Mr. Breed, want to get the commission-manager government instituted in order that they may take over the munlclpally-owned water plant. In rebuttal the city manager exponents point out that the Chronicle, to the editor of which Mr. Breed is related, is not taking an active part in the campaign. The Leader-Tribune la for the change. The fight has become so hot that many prominent citizens are “running to cover.” On the streets it is said that 'he Rotary and Kiwanis Clubs have officially indorsed the commisslon-managei plan, but officials of both have publicly stated this to be untrue. A number of men whose influence would be felt, were tbej- to come out on either side, requested that they be no quoted. The "antis" are having much fun oyeV’ a story they are telling on Mr. Greene of Dayton. They say that soon after he arrived he discovered a bridge to be in shaky condition and proclaimed that a city manager would not stand for it five minutes. Then somebody disclosed the fact that the bridge is under the control of the county commissioners and the city has nothing to do with It, the "antis” say. Percy F. Goe Will Be Buried Tomorrow Following an Illness of two months, Percy F. Goe, S3, died at his home, 128 South Ritter avenue, yesterday.
