Slay 10—Mounted police, heavily armed, guarded all approaches to the docks here today, to prevent clashes between union and nonunion workers. The port was so tightly sealed that recent arrivals were unable to claim their baggage from she customs office. The police were posted when the employers’ association announced it would replace striking dock workers with nonunion men. Union men threateed violence If they were replaced. Strikers and strike-breakers made their way as usual to the docks, blit were surprised when halted more than a block from the water front. No effort was made to break through the police cordon. Among vessels Involved in the dispute is the Martha Washington, an American boat chartered by the Munson Hue. It was boycotted by dock workers when its officers refused to accede to demands by union leaders that part of its crew be paid off. NEW AUTO LAWS TO PROTECT CARS Legislation Intended to Stop Theft of Machines. Every automobile owner in Indiana will be interested in some of the new late laws designed to rroteot his car, which will soon be proclaimed. Most of these new laws were won after hard fighting on the part of the Iloosier State Automobile Association in the last session or the Legislature. The chief law of protective value to the motorist was written and pushed by the Automobile Association and ts designed to block the commercialized theft of automobiles. A feature of it is that it creates a sort or State-wide detective organization under the direction of the Secretary of State. The chief aim of this statute is to require that every owner shall have an abstract of title thereto and that automobiles may not be transferred from one owner to another without an exchange of the abstract or certificate of title. When the new law is proclaimed the car owner will have ninety days in which to comply with Us provisions. It will be necessary during this period to re-register every motor Tehicle. A fee of $1 must be paid to the Secretary of State and a 25c notary fee Is provided. Cooperating with 11. D. McClelland, manager of the automobile department of the Secretary of State’s office, the Hoosier State Automobile Association Is putting its organization at the disposal of the registration bureau and will have __'<*S?ls;rars in every county seat and in "many other cities and towns, to facilitate the work of registering the motor vehicles. Just to give the motor car owners a chance to assist the association in fur ther good work, M. E. Noblet. manager of the Hoosler State Automobile Association, announces the assciatin will pay the $1 fee for anyone not now a member who will join the association during the ninety-day registration period. “The registrars will take your application for registration and will take your membership fee for the Iloosier State Automobile Association.’’ said Mr. Noblet. "If you Join us we will pay the fee required by the State in this new title law. We are working for good roads, road marking, sign posting and strong protective legislation. We are not a money-making organization, but a civic body, operating for the benefit of all automobile owners. To be a member of this association simply means the automobile owner is looking out for his owu best Interests.’’ Copies of the new law, with application blanks are being sent out by the Secretary of State to all car owners 1* Indiana.

COMMITTEEMAN PINS HIS FAITH TO REGULARITY Says if Primary Carries No Obligation It Is a Mockery. Threats of leaders In the overturned Jewett-Roemler-Lemcke organization to bolt the Republican party and refuse to support Samuel Lewis Shank, its candidate for mayor In the November election, have resulted in a number of precinct committeemen, coming to the surface with declarations that they do not share the views of the disgruntled managers of the campaign of Thomas C. Howe. James E. McDonald, Republican Committeeman of the Second precinct of the Eighth ward, was one of those who declared himself upon the subject today. In a letter to the Editor of the Daily Times Mr. McDonald said: “As usual, following a primary, there is more or less murmuring and threats to bolt the Republican nominee for mayor. It has even been reported, through the press, that such a course had been discussed at a meeting, in which Mayor Jewett, Chairman Lemaux, Thomas C. Howe, late candidate, and other supposed leade's participated. If a primary election means anything, it is that the different factions and candidates will and do submit their respective claims to the people for their verdict and tacitly and mutually Rgree to abide by that verdict, and support the choice of the primary. If a primary carries with it no moral obligation, upon those who participate in it, to support the nominee, then it is a mockery and a farce. In the absence of positive fraud, on the part of the nominee, it is political dishonesty to refuse him loyal support. For leaders to so counsel, is political sedition. “I did not support Mr. Shank in the primary, but he was honestly nominated and I shall do what I would have expected his supporters to do had my choice been selected—vote for the nominee.’’ FOUR HELD AFTER NEIGHBORS* FIGHT Two Men and Three Women Scrap Over Flowers. When Mrs. Harriet Custer, 3930 East Twenty-Second street, and Mrs. Blanche Jefferson, 3840 East Twenty-Second street, engaged in an altercation over a flower bed it resulted in the arrest of four persons. On an affidavit sworn out by Mrs. Custer. Mrs. Jefferson, Ed Jefferson. Charles Jefferson and Mrs. Bertha Manus, were arrested today. Mrs. Jefferson is charged with assault and battery and assault apd battery to commit murder, and Mr.-. Manus is charged with conspiracy to commit a felony. The men lias the same charges lodged against them. All were released on their own recognizance when Mrs. Custer told the police the trouble started when Mrs. Jeffersot. pushed her out of a flower bed and the others laughed at her.

MILAN, May 10.—More than fifteen persons have been killed and 100 wounded in fighting between the Fasclsti and Socialists throughout Italy during the last twenty-four hours. According to advices received here from various parts of the country, the political strife between the hostile political factions is becoming more bitter as the national elections approach. Both sides are carrying on violent political campaigns that are not limited to oratory. Numerous clashes have iccurred during political mass msetings.
