‘BLUE SKT LAW MADE OVER BY s LATE CHANGES Amendments, Added by Legislature, Increase Powers of Commission. FEES ARE GIVEN BOOST An almost complete reorganization of the operation methods of the Indiana securities commission is being planned as the result of the enactment by the Legislature of amendments to the present "bine shy" lour. The bill, which carries emergency clausa making It effective is expected to be signed by before the end of the week amendments increase the Issue Pis from $lO to figures ranging from a minimum of $25 to a maximum of S2OO, to ba assessed on a basis of one-twenti-eth of 1 per cent of the face value of the stock. Under the old law a dealer'9 license must be secured for every issue of stock handled. Under the new lan dealers holding one license may handle all stock Issues approved by the commission. COMMISSION MAT KETOKB LICENSES. Under the amendments the commission has greatly increased power. It may Bow summarily revoke any license it has Issued. Under the old law aq injunction Wag necessary. Perso is or corporations Who have had their licenses revoked may appeal to Circuit or Superior Courts. One of the handicaps suffered by the commission under the old law was its Inability to examine the physical property of concerns seeking approval of stock issues. Under the new law the commission may examine the physical property of such concerns and may examine the books of the companies. The Commission may examine books of companies after licenses have been issued if it believes such companies are not able to meet their obligations. POWER TO PROSECUTE Extended under law. Dealers, salesmen, agents and Issuers toay be prosecuted by the commission tinder the new law, while under the old law only dealers conld be prosecuted. In this connection the jurisdiction of the commission is extended to take in stock Issued outside of Indiana and sold In Indiana as well as stock issued in this Etate. Under the law as formerly enacted" the commission was helpless to stop stock swindlers whose stock was Issued outside the State and then bought End sold In Indiana. The commission will hereafter keep a check on advertising as well as the Issuance of stocks. The new law makes It unlawful for newspapers to advertise itcurities not approved by the commts|a. The commission also may desigke the amount of promotion stock and lok exchanged for patents issued in the fate. OARD TO APPROVE STOCK EXCHANGES. The only securities which need not be approved by the commission are those listed on stock exchanges approved by the commission. Probably the first act of the "blue sky” board under tbe new law will be the approval of stock exchanges. At the same time the commission has the right to revoke its approval of any particular stock listed on approved stock exchanges. Asa further safeguard for investors, the new law requires all foreign corporations selling securities In Indiana to file their consent to be sued. Maurice Mendenhall, who has charge of the executive work of the commission, said that while the law is not quite all that might be desired, he believes It Is workable and that it will be effective. The commission will meet nexV Tuesday and every Tuesday thereafter. Heretofore it has met on Mondays. Farmers May Buy Government Harness Twenty-five thousand sets of Government harness are ready for distribution to the farmers of Indiana through the Indiana Federation of Farmers’ Associations, John G. Brown, president, announced. Prices on the harness will be given farmers on application to State headquarters. The Erases wss made for the artillery and quartermaster corps, and has been converted into harness especially adapted Jo farm use.

New York Man Tells Ad Club How Movies Are Made IIARRT LEVEY. Harry Levey, president of the screen advertisers’ division of the Associated Ad Clubs of the World and also president of the Harry Levey Service Corporation, New York City, addressed the Indianapolis Ad Club today at tbe j Chamber of Commerce on "How Movies Are Made.’’ Mr. Levey has the reputation of developing anew and powerful advertising medium in the motion picture, having made more than 500 films of nearly as many industries in the past three years. He Is now on a tour of the Middle West, lecturing before the Ad Clubs of representative cities. He formerly was connected with the Universal Film Company and was instrumental In organizing 'and developing the Industrial department of that concern. His success there led to the formation of the corporation of which he is the head and which is known throughout the country us one of the leading producers of educational and Industrial films. "The Porcelain Lamp,” a Harry Levey production, recently finished for the Cole Motor Car Company, was shown at the Advertising Club meeting. ■1 - ■ TO INSPECT GERMAN ENGINES. Two aviation engines, made by German firms, will be inspected and discussed at the meeting of the Indiana section, Society of Automotive Engineers, tomorrow evening at the Independent Ath- l letic Club. BRANCH FATHER TO TWO ORPHANS Lieutenant Governor Aids Armenian Relief. Lieutenant Governor Branch, mowed by the appeal of thousands of Armenian orphans for fairy godparents in America. has assumed support of two Armenian babies. In notifying State headquarters of the Armenian-Chinese appeal, 403 City Trust Building, the Lieutenant Governor stated that Mrs. Branch preferred to “adopt” two little Armenian girls. “I’m quite willing they should be girls,” said Mr. Branch, “for girls are all right and since these wards are too far away to acquire American fashions, including Up sticks, powder puffs, silk hostery and Innumerable other things that are required to make American girls happy, the arrangement will do nicely.” Dr. Clarence D. Koyse, State director of jthe Armenian appeal, has Informed the Branch family that it will be impossible to give them the names of their little wards. Some time ago Dr. Royse wrote national headquarters regarding a list of names. C. V. Vickrey, general secretary, replied that It would not be advisable to assign any special group of children to a particular State. The two orphans will cost the Lieutenant Governor $l2O a year for support. Commissioners’ Bill Shows Costly Error Hooaier county commissioners will lose several hundred dollars, it became known today when it was found the wrong word had been Inserted In the emergency clause of the bill which grants them increased compensation. When the bill was read over it was found that the word “publication" had been used in the emergency clause instead of "passage.” It will now- be necessary, should the Governor sign the biU, to wait until the acts of the 1021 session are published before It becomes effective. w Marion County commissioners, who are placed in the first class among the counties of the State, will receive $4,000 a year, under the new law. The lowest salary available la S3OO, for counties of the tenth class. Civil Service Exams Here Are Announced The following examinations for Government positions under the Civil Service, have been announced by Henry M. Trlmpo, secretary of the Civil Service board, 421 Federal Building: BUltng and bookkeeping machine operator, March 26; Janitor for Ft. Benjamin Harrison, April 16; lay Inspector for meat Inspection work, April 13; veterinarian. May 11. Other positions for which applications are being received are grazing assistant, draftsman for architectural and structural zteol, accounting and statistical clerk. Junior wharf examiner, superintendent and director for bureau of fisheries, electrician, general mechanic, and a number of technical positions.

Governor McCray Is Deprived of County, Says State Official Governor Warren T. McCray Is not a resident of Newton County, as has generally been supposed, for the reason that, technically, there is no such county. George Pence, a field erainluer of the State board of accounts, in going through the old county laws has discovered that no provision has ever been made by the Legislature for the boundaries of Newton County. It was set t aside originally by the commissioners of Jasper County, of which it was a part and the Supreme Court upheld their ruling. Newton County has always been recognized by the State as a separate corporation ad probably will be continued to be so regarded. A bill defining the boundaries of the county was introduced In the Legislature, but. was not passed. Wabash Glee Club to Appear Here March 22 The Glee Club of Wabash College will fill the evening of March 22 with their “Bewildering Barrage of Ballads and Better" at the Sutherland Presbyterian Church, Twenty-Eighth and Bellefontaine streets. This is the first appearance this season In Indianapolis of the collegiate songsters. The program will, consist of songs, skits. Instrumental music and vaudeville. Preceding tbe entertainment a banquet, at w'hieh the collegians are to be the honor guests, will be held In the social rooms of the church. A limited number of tickets nre on sale for this banquet.
