STATE TAX LAW CHANGES ASKED IN PROPOSALS Hurried Action Necessary to Inject Administration Amendments. RATTS LEADS IN EFFORT Qulek work will be necessary by both the Senate and the House of Representatives If the administration amendments to the State tax law are finally enacted, as a result of numerous additions Injected when it came up for second reading In the Senate yesterday afternoon. The adoption of the amendments means that after the passage of the bill they must be concurred In by the House before they go to the Governor for signature. Two of the amendments are of major Importance and both were Introduced by Senator Oscar Ratts, Paoli, Republican floor leader and administration representative. PAVES WAT FOR OTHER INCREASES. The first provides that country wide horizontal increases may be ordered by the State tax board on different classes of property. Heretofore increases have been ordered either on all personal property or on all real estate, or both. Under the amendment any type of property, such as household goods, live stock, fgrm implements, securities or any other property, may be singled out for an Increase. The other major amendment provides that business concerns in turning In their tax statements need not set out their earnings nor their dividends. The provision of the present law that these facts must be Incorporated created a storm of protest from concerns which were not Willing to make their trade affairs public. Another amendment Introduced by Senator Holmes provides that bonds bearing an Interest rate up to 6 per cent may be Issued by local authorities, but that the tax board shall approve all bond Issues bearing more than B per cent Interest. This amendment may bring a large number of bond Issues before the board as the Interest rate on municipal bonds has been steadily Increasing In order to compete with other bonds.
