How the blunder of a young doctor In needlessly cutting off both his legs when be was a little boy, so embittered a man, that his life became a cunning campaign of bate and destruction for society, is the theme of “The Penalty,” the new Goldwyn picture by Gouverneur Morris, which comes to the Ohio Sunday for a week’il engagement. “Blizzard” (Lon Chaney) broods always over that terrible moment when, after the accident, he was coming out from under the ether and heard the older surgeon accuse his young assistant of having needlessly wrecked the boy’s life by amputating both his legs. Blizzard has become a power In the underworld of San Francisco. He lives In an alley on the Barbary Coast, Ban Francisco, where he is hatching a gigantic plot to loot the city. He also laid a cunning plan, laid to entrap Barbara Ferris (Claire Adams), daughter of Doctor Ferris (Charles Clary), who is now a great surgeon and whom Blizzard knows as the man who cut off his legs. By a fake telephone message telling Dr. Ferris that Barbara is at his house, ho gets Wllmot (her suitor), there and throws him through a trapdoor Into the cellar.
