HUGHES IS DUE FOR TALK WITH HARDING TODAY (Continued From Page One.) it has been thought the latter place would go to a trades union man. ALL WORRIES NOT WITH THE CABINET. All of President-elect Harding’s sppointment worries are not confined to th# Cabinet. He will have to fill eleven offices immediately after the inauguration which he considers In many respect# fully as Important as Cabinet posts. These consist of an entire new shipping board of seven members and four vacancies on the Interstate Commerce Commission. Senator Albert Bj Cnmmins. lowa, on of the authors of the railroad bill, cams to St. Augustine today to see the Presi-dent-elect and. It is understood, to make some recommendations concerning the interstate commerce appointments and railroad matters generally. Otto H. Kahn, New York, also Is on the President-elect's appointment U 39 today.
MARK TIME PENDING RETURN OF LEADER WASHINGTON, Fob. IR—Republican leaders of Congress are marking time today pending the return of Representative Joseph W. Forduev. Republican, Michigan, chairman of the House Ways and Mpans Committee, from his conference with President-elect Harding at St, Augustine. Tentative plans for revision of ,thg tariff and tax laws by the next Congress are being held in abeyance until Fordney has reported Mr. Harding's views as ta what should he done regarding them. All the Republican leaders do not shara Fordney's opinion, that the tariff should be disposed of first, and proposed change# In the tax system taken up next There is also a difference of opinio* among them as to whether a sales ta# should be substituted for the excesa profits tax. Senator Penrose, Republican, Pennsylvania, who as chairman of tha Senata Finance Committee, occupies tha same position toward the Senata sa Fordney does toward the House, has been opposed generally to a sales tax such a# Canada is reported to be finding highly successful as a revenue raiser. Fordney hopes to obtain Mr. Harding’# approval of his plan to have Congress, by resolution, make the provisions of tha new tariff bill effective immediately on its being reported to the House by tha Ways and Means Committee and pressing the adoption, amendment or rejection of those provisions by the Senate and House. He would have those provisions finally! enacted into law, made retroactive from the time of their enactment to the tim of their being reported or adopted. In this way he would prevent the country from being flooded with Imports between the time the bill Is reported and the tim# the duties finally provided are enforced.
