TAX BOARD HITS 1 ITEMIZED LIST IN ASSESSMENT ■V Household Schedule Simplified and Real Estate Valuation Dates Advanced. HEED GOVERNOR’S WISH New rales for the assessment of property during 1921 have been made by the State board of tax commissioners. Elimination of the itemized list of household goods from the personal property schedule used in making assessments for taxation purposes and advancement of all dates for filing applications for reassessment of real estate are included In the rules. The suggestion of Governor Warren T. McCray, contained in his first message to the Legislature, was carried out iu the elimination of the itemized list of household goods from the assessment blank. The new orders, however, pro that under the heading of “household furniture and library” that the number of rooms In the house must be given. TEXT OF NEW KLEES. The complete text of the new rules, as made by the tax commissioners, follows: “Under Its power to proscribe and promulgate all forms of books, schedules, blanks, notices and all other papers required to be used in fully carrying out the purpose of the tax law, tbe State board of tax commissioners on Jan. 15, 1921, did adopt necessary forms to be used for the assessing of property in the State of Indiana, such forms being numbered "from one to thirty-five inclusive. Individuals, firms, partnerships, unincorporated companies and foreign corporations engaged in manufacturing, merchandising or brokerage business in the State of Indiana stall be and are required to answer the questions and give the Information asked for in form No. 3, 1921,’ and all domestic corporations as provided in sections 107 and 108 of the tax law, shall be and are required to answer the questions and give the Information asked for in *form 2, 1921.’ All taxpayers shall be and are required to answer the interrogatories set out in •form No. 1, 1921,’ known as the personal property schedule and give such other information concerning the value of property as may be required of them. Any failure on the par" of a taxpayer to give the Information requested shall be considered a refusal to give information to the assessing officer, and the assessing officer is authorized to assess such taxpayer such amount of personal as he may deem Just. (This rule is similar in effect to Rule 10 adopted for the year 1920). REASSESSMENT OF REAL ESTATE. “Under its power to order a reassessment of real estate in any taxing unit. units, or of any individual owning the state board of tax commissioners will receive applications from Hxpayers for a reassessment of real ■state at any time prior to the first day "of April. An application for reassessment shall contain (1) the description of the property, (2) the name of the taxing unit wherein it is located, (3) the assessed value, (4) the true cash value of same on March 1 of the current year, (6) waiver of the notice required by the provisions of Sec. 152 of ’An Act Concerning Taxation,’ approved March 11, 1919, and (6) the approval of ihe county assessor, county auditor and county treasurer, or any two of these officers of the county wherein such real estate "Is located. “On receiving such application duly verified, if approved by the board, the board will order a reassessment of the j real estate to be made by the proper j local assessing officer. Such officer shall assess the said real estate and notify the owner of the amount of the assessment made and such taxpayer, if he is n6t satisfied, may appear before the county board of review at its regular session in June and make such objection as he may deem necessary. If not satisfied with the action of the county board of review, he may appeal to the State board of tax commissioners as provided In Sec. 189 of the tax law. TAXPAYER CAM FILE taxpayer desiring a reappraisehnent of any real estate where the as'seesed value of such real estate Is less than Its full true value, shall file an application similar to that herein provided, without waiver or notice, not later than March 21. If approved by the board, notice shall thereafter be given and proceedings had as provided in said Sec. 132 of ‘An Act Concerning Taxation . . . approved March 11, 1919.’ “The State board of tax commissioners will also receive recommendations of the three county officers herein mentioned, or any two of them without the Joining of any taxpayer in such recommendation, | when it is shown by such officers that a reassessment of real estate is uecessarj j In order to maintain an equitable and I Just valuation, but such recommendation : shall be made not later than March 21, and if approved by the board, proceedings thereafter shall be had as provided In Sec. 152. “The State board of tax commissioners reserves the right in its own initiative to order a reassessment of any real estate as provided in 6aid Sec. 152. “Taxpayers are required to take notice

DECISION KILLS ROAD CONTRACT Kosciusko - Fulton County Award Held Illegal. The contract awarded for construction of the S. S. Filer road in Kosciusko and Fulton Counties has been declared void because of Illegal procedure followed by the boards of commissioners, according to a report of A. L. Donaldson’s report states that the commissioner* advertised that bids would be received and the contract awarded Dec. 15, 1920, for the Eller road. The Fulton County commissioners did not appear on that date. The Kosciusko commissioners opened the bide, but deferred awarding the contract until Dec. 23, when the boards met in joint session. It is held that, following a Supreme Court decision in the case of the Board of Commissioners of Benton County vs. Templeton, road contracts must be awarded on the dates advertised.
