EARLY REVIVAL IN AUTOMOBILE INDUSTRY SEEN February to Mark Resumption of Manufacture in Major Plants. BUYING PUBLIC ‘RIGHT* DETROIT, Jan. 14.—Tbe backbone of the idleness in automobile factories has been broken. The middle of February or the first cf March ■will see every major automobile manufacturing plant and a majority of tbe smaller ones back at work. Wnen these plants resume work, it la generally predicted, a majority of the vast army of unemployed will be back at their jobs. In Detroit alone there are over a hundred thousand affected by the temporary shutdowns of the plants, announced in December and early this month "for inventory.” That the plants will open is made certain with the announcement that the Ford Motor Company will resume production iri February. It Is unofficially stated that Feb. 17 is the day when this huge plant, employing 50.000 men. will swing open its gates. B. F. Craig, secretary of the Highland Bark plant, principal production center of the Ford com].any. satd today he hoped and believed the company would resume operations even before Feb. 17. GENERAL. MOTORS CONTROLS MANY PLANTS. Officials of the General Motors Corporation, the largest automobile combine in the world, were prone to remain silent when a®ked for the probable date of re-opening of the large plants controlled by the corporation. If Ford reopens his plant ahead of the rest tbe majority of the others will fall into lino as was done when, like n bolt from the blue,. Ford announced his price cut for bis automobile lust September. The General Motors Corporation controls such plants as the Buick, made at Flint, .id a !•, r.ade ar Pontiac, the Oldsmobile. made at Lansing and the Cadillac, made at Detroit. These are the blgge t selling machines made by the cor- • i.oration. There are several other companies over which the General Motors holds a ruling hand. In Detroit there are twenty-five antomoblle manufacturing concerns The Cadillac and the Scripps-Rooth are the „orly ones controlled by the great eor- * poritiou. * The Dttroit Employers' Association • Raid there has been a gradual nnd steady ‘improvement in the automobile situation in Detroit in the last several weeks. A week following the temporary shut downs ‘several companies commenced re-employ-ing men on a part-time basis, and now there are 1.5,000 men back to work. The automobile companies said these men, ‘ while not engaged in actual production, i are repairing the machinery for a "greati er production than ever.” DODGE PLANT < EMPLOYS 35,000. Detroit's second largest automobile factory, the Podge, will open at about the same time Ford resumes, it is stated. The official announcement of the opening was expected to route from New York before the close of the automobile show. More then 35,000 men are employed in the Dodge plant In normal times. Coincident with the passing of the crisis came the announcement that Henry Ford may establish an air craft industry in Detroit. W. B. May®, chief engineer of tbe Ford company, recently returned front a tonr of Europe, where he visited the principal cities which are aircraft production centers and made a close study of each, at the request of Ford. It was said by Mayo today that, while the European countries use airplanes far more extensively than the United States, few, in comparison, are manufactured there. “I will advise Mr. Ford that X believe such a venture will be a commercial success,” Mayo said. More automobiles and more airplanes is more than likely to be on the tongue of every one interested in the Industry in a few months. That the buying public is “right” and that a greater , production than ever must be made, is seen in reports from New York of the large number of sales during the automobile show.

PART MOTOR TAX ASKED FOR CITY Lemaux Says Distribution to Counties Unfair. A eh'snge in the State automobile license law to provide that some part of the money paid into the State treasury by motor car owners of the city of Indianapolis should be returned to the city treasury to be combined with a special tax levy to make a fund for the resurfacing of streets, was pro- ] posed by George Lemaux, president of the board of public works, today. Mr. Lemaux declared that the present system, whereby the license fee funds are distributed to the counties, so that the city of Indianapolis docs not get a penny, is unfair. He said that if half of the annual sum spent on street resurfacing, which ho estimates will be $200,000 for some years to come, were raised by taxation and the remainder obtained from the license fees property owners, who now are directly assessed for such work, could be entirely relieved of the burden. He said he thought u tax levy of 2 cents j on the SIOO ought to be sufficient for the ; part to bo raised by taration. NONE OF FI ND t'SEI) BY CITY’. He said ; In reference to the present system and distribution of the tax on automobiles, it does not seem absolutely fair that this tax oil automobiles and trucks should he paid into the State fund and from there distributed to the counties throughout the State, as is being, done under the present system. So far as automobiles throughout the State are concerned, 1 heartily agree that they should pay taxes lot othe State fund and that this fund should be distributed to the different counties throughout the State, but the inconsistencies of that method as applied to a city of the first class, such as^ our city, are that the county gets this fund and none of this nn ney that is paid into the county from this fund can be used or ever is used on the streets of ludlatiir The present law on building new streets nr.d resurfacing streets that have already been built Is that the cost Is charged against the abutting property For instance, the resurfacing work donc ir fhc list three veers has cost the prop - iortv holders about $",00,000 rer year. This extraordinary amount during the ast thrp*' vtr\rs was on wooonnt of in lltlEtßM's from twenty to twonty-oipht years old and beyond repair conse!i,uen’v thev had to be resurfaced.
