IRISH INCLINE TO PEACE MOVE IF TERMS FAVOR Factions Realize Government’s Resources Can Outlast Terror Reign. ‘LEFT WING’ HOLDS OUT By CIIARI.ES McCANN. (Copyright, 1931, by the I'nited Pres*.) DUBLIN, Jan. 7. —Evidences of a growing inclination to achieve peace with Great Britain were found among Irish leaders here today. A “left wing" of the Sinn Feiners Is demanding a tight to the finish. Other factions are beginning to realize that the government can meet terror with terror and with the resources of an empire. crush the humanity and materially impoverish the island. Few symptoms of mutual trust can he discerned. Sinn Feiners believe Great Britain wants to crush the Nationalist spirit once and for all. British officials are demanding that only Irish leaders of guaranteed power shall negotiate with them. Meanwhile a “civil war" of most peculiar conditions obtains. President De Valera is in hiding in Dublin. “Vie* President" Griffith is confined in Mount Joy prison, Dublin, but freely receiving visiters. Michael Collins, popularly supposed to be commander-in-chief of the Republican forces, i6 almost daily in Dublin streets, riding the trams, watching activities of the military who could share in a reward of ten thousand pounds for his capture. DUBLIN ESCAPES WITH LESS GRIEF. These paradoxes are reflected in the dally life of the Irish and in their roundabout negotiations with the British. Dublin has escaped much of the grief that has visited other sections, notably that about Cork. Still is has been touched. Dublin’s notably clean streets are muddy now. The Government had withdrawn the grants which paid the street cleaners and the force was dismissed. In other ways the troubled conditions are brought home—the constant appearance of soldiers, lorries and arms and the communiques from Dublin castle. Still the observers find the usual laughing

crowds on the street*. Men, women and the youths aeek amusement as before. Newsboy continue their begging, Jaunting car rattle by with their slghtsers. A turretted and armored car roars down the street, shunting other traffic to the curb, street crowde getting a glimpse of It as the machine speeds on. “Well they ought to get there at that rate,’’ comments one in the crowd, and life flows on again as usual. PEACE TALK CONTRADICTORY. Peace talk from the two camps is contradictory. Reports are both sides want It; they want it on their own terms. Government representatives declare they are hopeful of a quick peace; Sinn Feiners are equally confident it will come only when the Irish Government has been recognized. Each side attacks the statements of the other as not sincere. “Sinn Fein is on the run,’’ a Dublin Castle official told me today. He declared all the Sinn Fein talk of fighting to the finish should be discounted, that Sinn Feiu was fighting now to obtain the best terms possible. A Sinn Fein official, found sitting in the midst of a mass of papers dumped, from a filing cabinet in the last raid of the military, declared the government's assertion is untrue. “Sinn Fein is winning, united, determined to see it through to a finish.” Despite these contradictory statements a feeling prevails that an agreement is coming, but that it still is far from taking definite shape. Moderate*, of whom it is now believed De Valera is the chief representative, are generally of the opinion that the British government eventually will accept the Irish Parliament as the negotiating body. They base the belief on the fact that the Parliament is a regularly | elected organization. The Parliament claims to be the Irish government. The Moderates hope that Britain will agree to negotiations on the grounds that the members of Parliament were elected to represent the Irish. ‘JAPAN MUST LEAD NAVIES OF WORLD’ Baron Hayashi Takes Gentle Rap at Secretary Daniels. LONDON, Jan. 7.—Japan cannot permit another nation’s navy to surpass hers, even when the increases are proposed by so “ardent a pacifist and genuinely religious a man as Secretary Daniels,” Baron Ilayashl declared in an interview here today. Dead WASHINGTON, .Tan, 7.—Great Britain has refused permission for the exhuming and return of Americans who fell with the British forces during the World War, until proof of the 'citizenship of the dead soldiers is offered, the War Department announced today. This action, Great Britain explained, is in accordance with the British policy to leave bodies on the soli where they fell.
