Authorization of some governmental agency to fix conditions. 3. Authorization of naval radio stations to transmit press and commercial messages as well as Government business and fixing a low rate for press. “The best thing,” said Kellogg, “would be to have an International agreement for uniform cable landing licenses and rules, so that all countries would accord similar treatment to foreign cable companies.” Kellogg is of the opinion that the United States should refuse to let foreign cables land here unless foreign governments give American cable companies the same chance to connect with land communication lines abroad as tbo foreign companies enjoy here. This is not done now. CENSORSHIP NOT IMPOSED LONDON, Dec. 17.—The Admiralty today Issued a formal denial that a censorship has been Imposed upon cablegrams to the United States. “The report is absolutely untrue,” said the statement. (President Newcomb Carleton of the Western Union Cable Cos., announced In Washington on Thursday that all cables from Great Britain to the United States were being passed upon by the Intelligence department of the Admiralty.)

HOOSIER PAYS TOLL IN WRECK GRAND RAPIDS, Mich., Dec. 17.—Officials of the Pennsylvania Railroad report today that but one death has resulted from the wreck of the company's Cincinnati flyer, which was ditched at Ross Station, thirteen miles south of here, last night at 9:25. It left here at 9:10, 20 minutes late. The flyer hit h split switch, the locomotive toppled Into the ditch, carrying three coaches with H. W. P. Temple, 38, fireman, of I<T.
