The mere tact that Givan Is a member of the Marion County delegation will work seriously to his disadvantage, as It is almost Impossible to elect a Marlon County man to any important posltlou in the assembly, observers declare. Other candidates are J. Glenn Harris of Lake County, whose chances were seriously damaged by the appointment of Otto G. Fifleld, also of the Lake County delegation, as a member of the legislative Visiting Committee. Other candidates are J. D. Miltenberger, Muncie; Chaster A. Davis, Jay County; E. E. Youse, Huntington County. Farmers Fight Over Girl and Victor Dies CONWAY, lowa, Dec. 2—l.estcr D'Happert, 21, a farmer, died after having fought for three-quarters of an hour with Lester March, 17. Saturday, it wnj said, over a girl. Although March is said to have been the first to say he had enough, D'Happert became 111 later and died. He recently had an operation appendicitis, and physicians said death was due to a burst blood vessel. No artests have been made.
ENGINEERS PLAN LICENSING LAW Would Regulate Monument Circle Traffic by Ordinance. Two measures of widespread interest will be presented to members of the Indianapolis chapter of the American Association of Engineers at Its meeting tonight at S o'clock In the Chamber of Commerce. Plans for the restriction of traffic about Monument Circle and a bill for licensing professional engineers to be presented at the coming session of the State Legislature will be heard. Following the reading of resolutions at a meeting yesterday, which urge the city council and board of public safety to adopt emergency measures In Monument Circle traffic, an ordinance has been prepared to be presented to the city council at an early date. The plan of the engineers is to have an ordinance passed forcing every operator of n vehicle to travel to the right about the Circle. At present, they say, the practice is but a custom and cannot be enforced. Safety marking would be made along the street and at crossings, according to the .proposed ordinance, which also states that travel must be conducted within a boundary mark fourteen feet

Parking on Market and Meridian streets would be moved back from the Monument Circle several rods, so as to enable the driver or a vehicle to have a clearer vision at crossings. It would he unlawful for a vehicle to pass another while on the circle, the plan states. By the adoption of such a plan the local chapter of engineers points out, accidents on the Monument Circle would be prevented and the circle would be converted Into a less dangerous place on occasion of any convention or large gathering in the city. The bill providing for the licensing of professional engineers will be printed and distributed In the near future. A copy will be sent to each legislator-elect, and to engineers throughout the State. COUNTY SURVEYORS IVUILI) BE EXEMPT. Details of the bUI follow the lines of the Engineering Council bill, with modifications of the American Association of Engineers' Model bill. It provides for a board of registration composed of five men who are vested with the power to examine applicants and grant licenses to professional engineers and land surveyors. County surveyors, because they hold constitutional offices, are exempt, but full co-operation has been promised by the County Surveyors’ Association of Indiana. Employes of corporations who have a
license and employes working under a licensed engineer are exempt from the requirements. The passage of such a bill would place the engineers as the eleventh organization In the State requiring examinations and licenses, It Is said. It Is understood efforts will be made to secure gubernatorial cooperation for the passage of the measure. A short discussion of each bill will be made at each meeting of the chapter In order that possible errors may be corrected before it is submitted for legislation. Dec. 2.—The government has decided that Mexico can get along with fewer secret service agents, despite the counter revolutionary situation, and a number of operatives will be dropped from the 1921 pay roll, It was announced today. 1,570 Pinched During November,_Says Chief Chief of Police Kinney today received a report from the turnkeys showing that during November 1,570 persons were arrested. Os this number 16C were charged with speeding, 140 with gamtng, 151 with vagrancy, 81 with drunkenness, 107 with petit larceny, 34 with grand larceny, 00 with assault and battery, nine with robbery, four with manslaughter, one with murder and one with criminal assault. Most of the remaining 744 were charged with traffic law violations. Morgan Holds Secret of Housing Survey Persons who are Interested In the results of the housing survey of Indianapolis conducted by the board of public health during the past month are much exorcised over the absence In Washington of Dr. Herman G. Morgan, secretary of the board. Dr. Morgan has been attending a series of nation’al public health conferences there for several days. The reason for the unusual concern for the doctor's safety lies In the fact that locked In him is the secret of the results of the survey. Inquiry at the board of health office for the results disclosed that the survey has been completed and
the figures telegraphed to Dr. Morgan at Washington, but they are in code, which no one can decipher until the doctor returns. How the results got Into code that no one but the doctor can unravel while he Is 700 miles away, Is another little secret which the doctor Is expected to dispel. Former Woman Booze Agent Answers Count SAN FRANCISCO, Cal., Dec. 2.—Mrs Glad K. Warburton. former acting Federal prohibition enforcement officer for the State; John Costello, secretary to United States Senator James D. Phelan, and John L. Ramsner appeared in the United States District Court late Wednesday to be arraigned on Indictments charging them with conspiracy to violate the Volstead prohibition enforcement act.
