BARRIER ON JAP GOODS FACING TOGA WEARERS Tariff Wall to Protect American Industry Is Being Considered. PERPLEXITY PROMISED WASHINGTON, Dec. 2.—Japan has become such a formidable competitor of American Industries that the question of barring Japanese goods with a tariff barrier promises to perplex Congress as much as that of shutting ont Japanese immigrants with an immigration wall, several prominent members of the Senate Finance Committee stated today. There are several “hold-over” measures on the Senate calendar Intended to protect American industries from the extensive importation of surgical instruments, optical glass, laboratory glassware and porcelain ware, shell and pearl buttons and other articles in which the Japanese became proficient during the World War. Japan can undersell the American manufacturers here In some Instances by 25 per cent, it was stated. It Is the purpose of Senator Watson, Republican, of Indiana, chairman of a subcommittee of the Finance Committee, having these bills in charge, to call them up at the coming short session. They were ail passed by the House last session. The impression is general among members of Congress that nothing can or will be done at the coming session in the way of any tariff or tax legislation. Several leading Republican Senators declared today if Congress found sufficient time in which to pass the thirteen appropriation Mils necessary to finance nil branches of the Government for the Areal year beginning July 1 next, they would consider Congress fortunate. The Joint conference of the Senate and House Agricultural Committee today will serve to again focus attention upon the serious agricultural situation confronting Congress, but a wide difference of opinion prevails among members of both houses as to what form remedial legislation should take. There is hardly a Senator or Representative from an agricultural State who is not prepared to offer a bill or a resolution when Congress reconvenes Monday, intended to offer the agricultural interests some temporary relief, at least, from the financial embarrassment and distress from which they are suffering.
