In touching on the work that could be done by voluntary organisations, he said that "we should expact In any of onr voluntary organlratlons thßt a nominating committee, consisting of some of the best informed men of the group, would propose those admirably fitted to be candidates for the offices to be filled. The fact that If such men are not chosen there la likely to be an opposition ticket, greatly conduces to a proper selection. ' The committee of the National Municipal League, appointed to draft a model State constitution, made Its progress report at yesterday afternoon's session. Tho committee favored a single house Legislature, all heads of departments to be appointed by the Governor, who will be the only other elected State official. Governor Is to have a seat In the Legislature with power to Introduce bills, but with no power to vote. The Legislature is to be elected by proportional representation. A legislative council is to be chosen by and from members of the Legislature to meet when the Legislature is not In session to study the needs of the State and prepare bills for introduction In the Legislature—the council also to act as a standing committee of the Legislature to consult with the Governor and department heads. These proposals were tentatively approved by the meeting, with the addition that the controller or auditor also shall be elected. Various other suggestions were made at the' meeting and these, together with the progress report submitted by the oommlttee. will be referred back to the committee that It may draft a final report on which final action may be taken by the league at Its next convention. Among the suggestions made were that the term of the Governor shall be for four years, wlthon f privilege of reelection, and that the teirns of the Legislators shall be for two years.
