GAS CONTRACT HITS SNAGS IN CITY COUNCIL Members Say They Like It, but Must See It Work. RAP AT WORKS BOARD Fire changes to the contract amending the franchise of the Citizens Gns Company, up for ratification by the city council, were proposed at a conference last night. The councilmen expressed general approval of the contract, particularly the clause which provides that the company shall make $1,000,000 worth of definite improvements by Dec. 31, 1921, but said they never would vote to ratify the instrument until the suggested changes are made. Further discussion will be had and the council will specify changes, presenting them to Corporation Counsel Samuel Ashby. Anew contract acceptable to the gas company and the board of works then will -be required. Most of the meeting wa* taken up with a dlacussion of the British thermal unit standard for gas, and the board of public works was criticised for failing to compel the company to keep somewhere Bear the 600 B. T. U. quality. AVERAGE QCAUTI SHORT IN OCTOBER. The report for October showed the average quality was only 347. and that the board of works had not turned over its band, despite the fact that several months ago it warned the gas company it would have to keep its product up to at least 670 or suffer the SIOO a day penalty. The five changes to the proposed contract suggested were as follows: 1. Addition of the words ‘’beyond the company's control’’ to the clause which provides that the company may reduce pressure and ration gas when there is a shortage from "any cause." 2. Eliminat sentence in the clause re?:arding the extension, which states that t is understood and agreed the company wili have to sell stocks and bonds to finance such Improvements. 3. Addition to section 5 of these word*: “Hereafter said company shall not extract benzol nor any other heat-making element of the gas as it comes from the coke ovens during November and December. 1920: January, February. March and April, 1921; but during such months snail suspend operations of any benzol extracting or producing plant designed for the extraction of any heat-producing element from the gas." ADDITION' TO SECTION* NO. 8. 4. Addition to section 0 of these words: “And on Dec. 31. 1921. the contract heretofore existing between the city and the said company shall stand unchanged in any particular just as the same was originally executed, and nothing in this contract shall ever be taken as a. waiver or any de'nult of any duty whatever imposed by the original contract between the city and the said coiaSany and shall never be deemed as a mitation of any duty of the said company to the city under said contract as originally executed." tThe amending contract would expire July 3!. 1921 as to all clauses excepting that providing for the improvements to be completed Dec. 33, 1921). 5. MARION, Nov. 19. —Alleging that his young wife said' she would "try another man awhile and then let him know which* one she wanted," Harrold E. Parker, of Marlon, has tiled suit in the Superior Court for divorce from Ora Parker, daughter of Orion O. Wolf, prominent coal dealer. "If Bill Peake (member of the council who owns a chain of groceries) were to water his milk 25 per cent they’d have him In jail but the more these people steal from us the higher the monument we place them on.” Mr. Schmidt added that if the DomhoffJoyce Company, sales agents for the gns company’s coke, did not get a commission of approximately $2,230 a day for doing nothing more than answering telephones and saying, "All our coke is contracted for,” that the utility might have more money with which to make improvements. “I’m getting farther away from any change in the present franchise every day until they produce the goods,” he said. Mr. Gorman remarked: "I’m for you in making the company toe the mark, but let's hang -on to our 60 cent gas as long ns possible.

REPRIEVE FAILS TO HALT HANGING Chicago Wife Murderer Finally Claimed by Gallows. CHICAGO, Nov. 19.—Four times snatched from the gallows by executive clemency, Arthur E. Haensei, wounded veteran of the World War, failed of a fifth reprieve and was hanged in the county jail today for the murder of his young wife, Cecelia. Uaensel had hoped until tho last that a reprieve would halt liis execution as it had on four previous occasions. During his fifth “night of terror,” in the death chamber. Hnensel played casino and entertainod bis guards with recitals of his war experiences. He we it to his death calmly and protesting his innocence. Haensei was convicted of shooting his wife to death when she refused to return to him after an estrangement. Bootleggers Hit Special to Tho Times. SEYMOUR, Ind., Nov. 19.—Thirty-three Indictments, many of which are believed to charge violation of liquor laws, were returned Thursday by the Jackson County grand jury, which has been in session for two weeks. ‘Revenue’ Men Steal $25,000 Worth of Booze CHICAGO, Nov. 19—Five burglars, who late last night bound Mrs. B. F. Veach and her aged mother and stole $23,000 worth of liquor, were sought by police today. Tha burglars posed as Internal revenue agents until Mr*. Veach demanded their credentials. A huge motor truck was used to cart away the stolen liquor. 8 HORSES BURNED TO DEATH. Three horses were burned to death In a fire that destroyed a barn owned by Bam Cecill, 233 Wisconsin street, last night. The loss of tho barn structure was put at $3,000; but the loss of tho horses and other contents of the barn were not estimated by the firemen.
