MANY APPLY TO BUREAU FOR WORK Indiana Employment Commission Submits Report. More than 10,000 applicant* for work registered In the Indianapolis bureau of the Indiana employment commission during the last year, according to the annual report of the commission for the fiscal year ending Sept. 30, made pub!'- today. Os tsla number over 6,000 were placed lu positions, the report show*. The report show* operation of the communion In East Chicago, Evansville, Ft. Wayne. Hammond, Indianapolis, Lafayette, Mancie, Terre Haute and South Bend where employment offices were maintained. In all of the offices of the State, 31,785 persons registered with the commission. 36,744 calls for help were received, 29.168 persons were referred to positions and 24,275 were placed, the report shows. MOKE CIVILIANS THAN SOLDIERA. There were more civilian applications received In Indianapolis than from soldiers and women combined. The exact number of men, civilians, who applied was 10,899, while 5.213 soldiers and 1.691 women registered. Calls for help from employers were classified as follows In the report: Civilians, 9,891; soldiers, 5,424; women, 2,450. Registrant* referred to positions were classified as follows: Civilians. 3.903; soldiers, 4,878: women, 1.474. Civilians placed in positions numbered 6,858; soldiers, 3,923, and women, 1,194. The Ft. Wayne office ranked second to Indianapolis In the report In regard to applicants for work and number of positions filled. The soldiers’ division of the report shows that a total of 7,184 ex-service men applied to the various offices and that 5,426 were placed. The report shows that the past year was the greatest In the existence of the free employment bureaus of the State. Private employment offices of the State were operated for which a license fee was paid, and they were operated under State supervision. An unexpended balance of *12.348.88, out of an appropriation of J&S.OOO, to which was added *525 license fees, will revert to the State treasury, the report Shown. The report states the employment commission is willing to set aside a sum Os money sufficient to insure a high grhdc employment office In Indianapolis, providing the city will make an appropriation of an equal amount. The Indianapolis office was closed by order of Governor Goodrich on the ground that to continue the office at State and Government expense without the city contributing its share toward its maintenance would be unfair to other municipalities, which had appropriated sums toward the bureau. Boys and girls placed In positions by the junior division of the bureau numbered 1,023, with 1,212 having registered for positions. On proclamation of Governor Goodrich, declaring the acts of the special session of the Legislature In effect, the employment bureau will pass into the hands of the Industrial Bureau. The personnel of the employment commission was Fred Klelnsmith, Louts C. lleusmann, Charles A. Greathouse, Mm. Arthur Cox, Joel Messier. Lawrence E. Hess. These members, with the exception of the chairman, served without pay.

WOMAN HANDS DOWN OPINIONS IN HIGH OFFICE Annette Adams Serves With Credit as Assistant Attorney General. DECIDES LAW POINTS WASHINGTON*, Nov. 10.—While women politicians proclaim the need of women In the Cabinet and Congress, Mr*. Annette Adams Is showing what a certain type of woman may be expected to do In high office. As assistant attorney general, appointed last May, she has to hand down legal opinions on -various subject* to the Government departments. Questions from the people on Income tax, for example, are answered by the Income Tax Bnreau. But of the tax expert* get stuck ou a point of their own law, or If soma new angle or claim Is brought up, the bureau refers the problem to Mr*. Adams and she gives her opinion, which stands as that of the Department of Justice. Likewise, she handles disputed points of the Volstead act, though the Supreme Court and Congress have made the terms of prohibition so plain that there are few doubtful phrases. To Mrs. Adams are also entrusted the legal matters relating to the Federal prisons, the war risk insurance, pensions, the Adamson eight-hour law, and other laws such as the pure food and drugs act and the safety appliance act. POSITION DEMANDS ABILITY IN LAW. To render intelligent opinions on these weighty matters demands definite legal experience and ability. Having to deal with the income tax labyrinth alone would stagger the average human being. Yet Mrs. Adams manages to look cheerful and assures you that the income tax law is in itself not unreasonably complicated, thongb she admits that the exemptions and surtax provisions are a bit confusing. She recalls how, before she came from California to be a Government lawyer, she herself had \ little difficulty with bar own tax blank. Its mysteries had been carefully unraveled, except the baffling proposition as to which Liberty bonds were exempt from taxation. She took the Inquiry to an income tax expert and he admitted that he had been ttu'eped by the same thing, and that he had finally paid tax on all of them U gef. *t off hla mind. Now, Mrs. Adams will not have to bother over the possibility of her Interpretation of the tax law being wrong, for if a dlspuie arises the matter will be referred to her anyway.
PIONEER WOMAN IN HIGH OFFICE. Mrs. Adams dees not talk much about herself, either her past or what she Intends to do. She has Introduced no innovations Into her branch of the Department of Justice, and she does not expect to. As n woman In a high Government office she Is a pioneer, and, to use her own expression, she is making haste slowly. She is also a pioneer as a woman lawyer who has achieved a national reputation. Asa girl she graduated from the State Normal School In California and from the University of California, and tangbt school while she worked for her degrees. When she was admitted to practice In the California courts and In the Federal courts she gave up teaching and, with a_partu4r, went into business for herself. She never spertallted in divorces or women's cases, though women who came to her often stated their preference for a woman counsel in business matters. Her chance came one day when she was pleading a case against the State prosecution. The district attorney had practically assnred the accused mau of a long jail sentence, but when Mrs. Adams arose and stated her client'* defense in a simple, direct plea, the J4dga gave the prisoner only six months, /ha defeated district attorney sought out the counsel for the defense and asked her directly if she would like to be one of his associates. district attobnet IN CALIFOKNLA. She became the first woman assistant district attorney—a position reqniriug a good deal of tact, probably— for the men were not used to a woman lawyer in their midst. Where a man would occasionally. take a chance. Mrs. Adams pored over details and acquired a reputation for making sure. The district attorney relied on her eo extensively to draw up papers for pleadings that when he became HI she had to take his place, and eventually she became the district attorney of northern California, the first woman to hold the office in any Btate. In her new position at Washington she has more time to give careful attention to cases. She thinks that this can be overdone, however, and that women are a little inclined to work too much with details, so that by close attention to fine points there is danger of overlooking the main issues, in other words, of losing the perspective. A man has less patience with detail*. Mrs. Adams says this with relnctnnee. She dislikes to make any catalogue of women versus men to show that the woman juror or lawyer is less logical or more emotional than the naacullne prototype. because she regards the inlvtdual element which makes each person different from the rest as too uncertain ■ fnctor for such crude classifications to be worth much. TO SUPPLY LABOR WHERE NEEDED Government Plans to Distribute Immigrants. NEW YORK, Nov. 10.—The response to Commissioner Frederick A. Wall!** sug gestlon that immigration be distributed according to labor needs has been immediate and general throughout the country, he said today. State and municipal officials, manufacturers' associations and farmer** organizations have endorsed hi* plan and urged that the proposed system be made effective as soon as possible and offering all possible cooperation. This plan contemplates diveralon of immtgratlonnow flowing in at the rate of a mliilea a year from the congested canter* of population to sections where there la a demand for labor of specific classifies tions. This would not' only prevent additions! unemployment in the larger cities, but would tend to reduce high price* and high rent* and would furnish employers with skilled workers, according to their needs.
