LEAGUE PACT IS DECLARED DEAD BY SEN. HARDING First Statement Since Election Sounds Knell of the Covenant. POLICIES ARE DISCUSSED MARION. Ohio. Nov. s—The League of Nations has been pronounced dead by President-elect Warren G. Harding. In one sentence the next President of the United States sounded the death knell of the covenant. It came as the climax of his first speech since the election, delivered to his Marlon neighbors from his front porch last night, when they came by thousands to congratulate him The American people by the unparalleled majority they give the Republican candidate, ordered the League of Nations scrapped, according to the interpretation Senator Harding places on the election returns. He made it clear today that this mandate will be carried out to the letter. The Marlonites In their parade carried tip to the front porch a stretcher bearing the effigy of a corpse labeled “League of Nations.” FIRST STATEMENT ON LEAGUE ISSUE. “You didn't want a surrender of the United Stares," said Senator Harding. “You wanted America to be free and unmortgaged. That’s whj you didn't care for the league, which Is now deceased." Senator Harding took the first opportunity after his election to clear the air on the league matter. But simultaneously he will undertake the rebuilding of an entente cordlale between the United States and tue rest of the world. This policy contemplates America taking an actlvd part In restoring normal international condltiona. It means Resumption of relations with Germany as soon as possible, and with Russia and Mexico ultimately, and negotiations looking toward an “association of nations." TWO MOVES CONTEMPLATED. Two moves are expected to be made by Senator Harding In the near future. Meeting of Mexican leaders. Including probably President-elect Obregon, on the border while vacationing at Point Isabel, Texas. Conferences with Senators over drafting of a resolution declaring the war with Germany at an end, and providing for resumption of normal trade relations. Although Secretary of State Colby has Intimated the Wilson administration may recognize the Obregon regime, the feeling la that this step will be left to the discretion of the new administration. The terms on which Senator Harding will extend recognition to Mexico will be firm, but fjir. It Is said. Mexico's national dignity will be fully respected, but the Harding administration will Insist

It is net likely that the Harding administration will go to the extent recommended In tne recent report of Senator Falls’ Investigating committee in demanding American supervision of Mexican Internal affairs. The Harding policy is expected to lie somewhere between that and the policy of President Wilson. Senator Harding will meet the reasonable eniands of American business Interests throughout. It can be said, but he will be disposed to allow Mexico to work out her own salvation with such American aid as he may desire. Conferences with Senate leaders over the resolution of peace with Germany will not begin for at least a month Although the question of Senator Harding’s plans regarding the proposed association of nations Is uppermost, it may be stated he has no plan of his own and he will propose no detailed plan for some time to come. Annual *Garment Drive* Is Opened Women of the Indianapolis branch of the Needlework Guild of America, havo opened their annual November “garment drive.” New treating apparel is collected by the members during the two weeks' time allotted for collection, and at the close of tho fortnight, the clothes are distributed to the various charitable institutions of the city. Last season the guild collected $3,775 worth of garments. Nov. 17, the "round-up’’ will be held in the public library, when the different sections will turn in their results of their work, and on Nov. IS a public
