RULE NOT MADE TO CURB WORTHY School Board’s Action Aimed at Political Rogues Only. “If this did not touch rogues there •would be no one here in opposition,” declared Charles L. Barry, school board commissioner, in a meeting of that body yesterday afternoon, in referring to a resolution regarding the political activities of school teachers, officials or others concerned In school work In this city. “It was not the intention," said Mr. Barry, “to deprive any school teacher or any other employe of the city schools of the inalienable right of every American dtisen to possess and publicly and fearlessly express his or her pollticail opinions and affiliations. It is stated, explained Mr. Barry, in the rules of the school board that no employe shall take active part In a political campaign, such as being a member of any committee or holder of a poll Job. XO INTENTION TO liaiT CIVIC ACTIVITIES. Following Mr. Barry’s statement, he said It was presented In defense of the honest people of the department, and that there was no intention to limit their civic rights. Remarks of Mr. Barry were taken exception to by Mr. Gadd, who called for a point of order, which resulted in the brief altercation. Abject fear of the board by teachers, as a result of the resolution, was said to exist by Mrs. Julia Tutewller. Miss Georgia Alexander, whose name was attached to a letter of a political nature, stated she had never read the letter, did not know how her name came to be on It, and that she did not violate any rule of the school board. SCHOOLS TO CLOSE HALF DAT, NOV. 2. The schools will close on the afternoon of Nov. 2 so that teachers may vote. The State department of Instruction announced a few days ago that all teachers ts the State would be allowed to vote, and If necessary schools would close half a day. A twenty-year building bond for $1,176,000 was awarded the Meyer-Kiser bank of this city and the William R. Compton Company of St. Louis on a joint bid of $1,150,685.40. Bids on school No. 73 for heating, plumbing, wiring and ventilating were referred to the bnildlng adviser. David S. Miller, formerly an agent of the Department of Justice here, was employed as assistant to Ralph W. Douglas, secretary to the business director. Mr. Douglas presented his resignation lo the board a month ago, at which time his salary was Increased from $3,000 to $3,500. i Two weeks ago an increase to $5,000 a year was made Mr. Dou&las and he withdrew his resignation.
EXPRESS AND WIRE RATES BOOST O. K.’D Indiana Service Body Authorizes Intrastate Increase. Increased interastat® rates for the Western Union Telegraph Company and the American Railway Express Company have been authorized by the public service commission. The telegraph company will apply an authorized increase of 20 per cent to its present rates on ten days’ notice. The .express company is authorised to increase its rates 26 per cent, except on milk and cream, which means a minimum of 40 cents a shipment will be charged on single line traffic and for a joint hanl 50 cents minimum will be applied. The express rate affects locally and jointly all points on these lines: The Ft. Wayne & Decatur Traction Company. Indiana Service Corporation, Indianapolis & Cincinnati Traction Company, Terre Haute, Indianapolis & Eastern Traction Company, Union Traction Company of Indiana. Interstate PubVlc Service Company. Marion Bluffton Company. Ft. Wayne & Northwestern Company, Winona Interurban Company and the Indiana Railway & Light Company. The order states that the rate applied to merchandise transferred in passenger cars Js affected at prices named above. The 20 per cent increase allowed the Western Union by tbe public service commission placed Indiana fourth among tbe States granting such an increase, which puts the telegraph company back to a war-time operating basis. JAPS PILING UP WAR MATERIAL British Government Watches Export of Munitions. LONDON, Oct. 16.—The British government not only is aware fully of the steady accumulation of munitions, but is watching the shipments Hem by item and knows the extent and every detail of ammunition exports from England to Japan. Information to this effect was obtained today on inquiry in high official qtiar-, ters in regard to many sensational reports and rumors in circulation of lata about the Japanese policy of storing up an immense volume of war material. There have been extensive shipments of munitions from this conntry to Japan, it was learned from an authorita tlve Whitehall source, but it was made clear to the correspondent that the government has registered no objection to these exports, nor intends interference with them in any way. The general view taken In official circles is that these Japanese orders an. coming at a time when the British munitions trade Is facing difficulties as a result of the natural slump after the unprecedented war business. The shipments to Japan are bringing a welcome flow of money into England. France shares the British attitude for French munitions plants, too, have been receiving large orders from Japan. NEW YORK, Oct. 10.—Not only were Mr. Taft’s suggestions incorporated in the covenant of the League of Nations, but several offered by Mr. Root as well. Col. Stephens Bonsai of the Baltimore Sun. who was interpreter and confidential secretary to the American commission at Paris, a visitor at Democratic headquarters Friday, called attention to the second paragraph of article 13 of the covenant. This paragraph was written verbatum by Mr. Root. Disputes as to the Interpretation of a treaty, as to any question of international law, as to the existence of any fact which, if established, would constitute a breach of any International obligation, or as to tho extent and nature of the reparation to be made for any such breach are declared to be among those which are generally suitable for submission to arbitration.
