L. CUT. This game of free profiteering was foreseen and forewarned by President Wilson. In his urgent message to the Republican Congregg, Ang. 8, 1919. be said: “Gentlemen of the Congress—l have sought tnls opportunity to address you because It Is clearly my duty to call your attention to the present cost of living, and to urge upon you, with all the persuasive force of which 1 am capable, the legislative measures which would be most effective In controlling it and bringing It down. The prices the people of this country are paying for everything that is necessary for them to use in order to live are not justified by a shortage of supply, either present or prospective." “It Is a matter of familiar knowledge, also, that a process has set in which is likely, unless something is done, to push prices and rents and the whole cost of living higher and yet higher, in a vicions style to which there is no logical or natural end.” “What we can do we should do and should do at once." “Let me urge. In the first placfc, that the present food control act should be extended both as to the period of time during which it shall remain in operation and as to the commodities to which It shall apply.” The President's recommendation included a complete assurance and empowering of the Sugar Equalization Board, and ample continuation of Government control of the price and distribution of sugar. U. O. P. CONGRESS IGNORED APPEALS. The Republican Congress made no timely or effective response to the President’s appeal, not to the specific pleading of the Sugar Board for renewal of ita power before opportunity for lb's purchase of the Cuban crop should pass. The facts are included in a speech of Bon. Hatton W. Sumners of Texas, delivered in the House of Representatives June 4. lOl’O. He said : 1. for purchase at a price in the neighborhood of to 7 cents per pound. That the Sugar Equalization Board would proceed to purchase this sugar if the Congress would give its indorsement to the venture, and extend to a time definite, sufficient to cover the dsitrlbutlon of the crop purchased, a power to control its distribution similar to the power carried in the food control act. BOARD COULD NOT ACT WITHOUT POWER. It was specifically pointed out and emphasized that the sugar equalization board would not undertake this purchase in the absence of the indorsement of the venture by Congress or In the face of the possibility of having its power to control distribution cut off at any time by the proclamation of peace. It was impressed in the strongest manner possible that in order for anything to be done beneficial to the American people, legislation indicating the desire of Congress to have the Cuban crop purchased and granting the’ power to control its distribution, must be expedited. No member of the committee questioned the reasonableness of the legislation asked, or even Intimated that the sugar board should proceed without further legislation, but on the contrary the chairman of the full committee complimented the board for having come to Congress for its legislative approval before preceding to purchase the crop. 5. With full knowledge of the situation thus given and full responsibility, tbe bill known as the McNar.v bill, which is the only legislation upon the subject, did not pass the Senate until the 12th of the following December. It passed the House on the 16th day of December with amendments and became a law after the December recess of Congress and after the Cuban crop had, of course, been sol*;. . That la the record of this Congress made with I full information, complete power and full responsibility, by itself so acknowledged. This bill is the last and only act of Congress touching the purchase, of sugar and control of sugar prices to the American people, and is the clear expression of its will anil judgment that all Government control over doipestic sugar should end on June 30, 1920, and over all other sugar on Deo. 31. 7 This Congress adjourns with the record against it. that it refused to give the sugar equalization bonrd legislative sanction to purchase the last Cuban crop and control distribution until after the crop had already been sold; that it affirmatively denies to the sugar equalization board its sanction to purchase or to have anything to do With the sugar in process of production and which is to supply the needs of the people for the coming winter and for next year: that its whole legislative policy and its policy of agitation has been directly for the benefit of those who are interested in charging the American people high prices for sugar. 8. The fnllure to pass (he McNar.v bill, or some other bill of like import, until the Cuban crop was sold, prevented the Government’s purchase of the Cuban crop, put the sugar equalization board out of control over sugar prices, subjected the people to the prices now being paid, and by the express limitations carried in the bill, limiting to this year the powers and sanction to purchase provided in the bill, cuts off the American people from any hope of getting sugar next year through any purchasing and administrating agency similar to that which the sugar equalization bonrd constitutes. BLAME IS PLAINLY LAID TO REPI BLICANS. Thus, then, the sugar situation of 1920 undeniably stands, and squarely at Republican guilt: Exorbitant prices and recurrent local famines In a year of sufficient national supply!
