Was Theodore Roosevelt’s father ever defeated for a public office? P. D. V. A. He was nominated by President Hayes for the office of Collector of the Port of New York to sucoeed General Arthur, but the Senate refused to confirm him, ROMAN DAW. Q. What Is meant by Roman law? G. R. A. The term “Roman law" is used somewhat ambiguously, but most commonly at the present day, In refarenoe to tbs body of civil law. It Includes all of the laws of the Roman state from Romulus to the time of Justinian. RECOVERY FROM DIPHTHERIA. Q. What are a child’s chances of recovery from diphtheria? D. P. A. It used to be that one child In every three that got diphtheria died. A few years ago an antitoxin for the disease was discovered and when this is properly applied, but one child In a hundred files with the malady. Our Washington Information Bureau has a booklet on child health which tells how to detect diphtheria and other contagions diseases. The chinchilla derives its name from the Spanish chlnche, bedbug, on account of a similar odor which it gives off. Q. What Is the origin of the term “certified milk?” I. M. C. A. The term was probably coined by Dr. Henry I>. Colt, who was one of the leaders in establishing the first milk commission. The term was registered in the United States patent office to protect it from being degraded by dairymen not producing milk under supervision of a medical commission. Some States hare laws limiting the use of this term to milk of quality conforming with Dr. Colt’s standard for certified milk. AERONAUTIC) TERM DEFINED. Q. What Is meant by an aspect ratio? E. G. G. A. This is an aeronautic term referring to the ratio of the long to the short sldo of an aeroplane, aerocurve, or wing. COMPCLSOBY EDUCATION. Q. Are . there any States where children do not have to go to school? M. R. A. The Bureau of Education says that all of the States have compulsory attendance laws, requiring that children attend school at least until they are 14 years of age. PROFESSIONAL GOLF. Q. How many times has Harry Varden won the British open championship? C. C. D. A. Harry Varden, the English golf professional, has won the British open championship six times, a record which has never been equalled. PER CENT OF DISABILITY. Q. What per cent of disability Is required In order to receive vocational edueatlon? a. E. F. A. Every man who was 10 per cent disabled during the World War is entitled to vocational training to fit him to earn his own living. CONSISTENCY OF PLATINUM. Q. Is platinum a soft or hard metal? B. O. g. A. The Bureau of Standards says that pure platinum, though harder than copper, silver or gold, Is a soft metal It Is ductile and malleable, and can be hammered, rolled, drawn and welded. “BLOCKS OF FIVE." Q. What is the origin of the expression “blocks of five” in politics? I. M. C. A. In the campaign of 1880 a “practical” politician devised a plan or system for handling the purchasable vote in Indiana in ”blockß of five.”
PRESIDENTIAL CAMPAIGNS (Continued From Page Six.) in their efforts to enter politics. So the campaign of 1908 showed that organized labor could at least go through the motions of political activity without having its integrity shaken. In 1910 the federation got very definite benefits for workmen during the war in return for its political support. This year it is again in politics, but with so little to choose between in the two major parties that It promises to accomplish little. But the organisation of a Farm-er-Labor party is not to he forgotten. An interesting, though perhaps not important phase of the 1908 campaign was the conduct of the Republican end of it by Mr. Hitchcock. His efforts as a campaign manager really marked the end of the old era of loose methods and prodigality in campaign management, and the inauguration of the strlctlyhueiness system of making Presidents. Mr. Hitchcock may be said to have elected Mr. Taft with a card index.. Mr. Taft would perhaps have been elected In any case, but it was generally conceded that the Hitchcock methods had much to do with the large majority he received.

and these same methods have figured in campaigns ever since. When the Republican headquarters was opened, the usual hosts of the faithful gathered around. There were the great orators who were accustomed to receive from one hundred to five hundred dollars a week each for several weeks before the election* together with all the expense money they could expend. There was the great brotherhood of political ohalrwarmers, who were accustomed to being accommodated with soft jobs, and who always had been so accommodated before. There was the thinly disguised blackmailer who would throw his county to the Democrats unless he was promised a campaign Job and the postmastership in his home town. NEW METHOD OF CAMPAIGNING DISPOSES OF DEAD HEADS. All of these got scant courtesy. They ran Into an organization which was rigidly departmentalized. They had a hard time getting to the men highe* up. It was made clear to them that relatively little money was In circulation, and that whoever got a share of it would have to deliver some real and valuable consideration in return.
