GOODRICH WILE IS MADE CLEAR BY REPUBLICAN Jefferson County Man Tells of Club Used in Highway Scheme. MENTIONS THREAT MADE In a Utter to the Daily Times. William E. Ryker, a Republican of Jefferson County, throws some light on the methods of the Goodrich administration in dealing with the good roads situation in Indiana. The letter follows: Madison, Ind., Sept. 28, 1920. Editor Indiana Times —Governor Goodrich and his State highway commission recently came down to Madison cn a little trading Jaunt. _ _ _ . Now. I think highly of James P. Goodrich as a man, and I, being a Republican almost straight since 1878, must hesitate to even mildly criticise Republican officials. as we must all live in the same big house, but 1 have been a good roads man and a State worker as well as a national worker for years before I had the honor of knowing there was a James P. Goodrich or eTen a State highway commission composed of men whose wisdom <?l as to economy^?) and highway knowledge (?) far exceeds even that of Solomon. Apparently what they don’t know about both economy and highways fills both the Bible and the dictionary. 1 say nought against them, for ’‘Brutus Is an honorable man.” However, we read from Solomon, ‘Speak not against the King, no, not In thy secret bed chamber.” So I may not presume to criticise the Governor of Indiana We wore both bred and born under the same autocratic thenlogic regime, which makes us autocratic from youth up. being of the "elect.'’ we had both wisdom exceeding and salvation assured. . „ The commission came down to Madison, debated as It has done time and again, marched up a hill and then marched down again and then offered their trading stock, towlt: DETAILS OF PROPOSED TRADE. They would trade to Jefferson t.’ountv two State highways, i. e. The Mich Iran Plank road to Versailles and the State road to North Vernon for virtually a State highway to be built by ’ho people of Jefferson County from Madison to t e Rwiuerland County line, bui.'t under the supervision of the State hlgh vay commission of concrete or its equal. The trade offer Is rammed down with the threat of dropping the Michigan plank road to Versailles and substituting the State road to North Vernon if tuo trade offer Is not accepted. Governor Goodrich only the past summer decided the Michigan plank road to Versailles to be the State highway. See? The highway act reads that all selections of State highways shall be completed on or before the first day of April. 1920. Subsequent selections are, of course, null and void if there is any Binding law in a legislative enactment— the attorney general to the contrary. Ws are so "sot” as to believe legblat've enactments are the supreme laws of Indiana until declared unconstitutional by the Indiana Su rente Court and Infinitely above (as to regardsi any ww< made by the attorney general which

j must be not only Intensely partisan but constitutionally spurious. Am I right? Sar 1 The trade offer Involves a tax on the. people of at least $(>00,000. I suppose our Republican commissioners will make the trade, ns It Is Republican, and the Stato traders are also of our Republican household. Why not 11 . ... Now, a word as to trading stock of both ■ parties, commissioners and highways commissioners: . First, the river road from Madison to Ithe Switzerland County line—rejected on : a former trip by the State highway commission because of constant overflow at moderately high stages of the Uhio River—a trail along the river bank or at, the foot of the Ohio’s rugged, steep, and In places precipitous hills Is really a boulevard for pleasure cars, but also used to carry vast quantities or freight for both home and foreign parts at unnecessary expense. A weubuilt pike road under the township law answers every need, as the P° than affords abundant trade and business facilities (see Madison Courier). It appears a fool’s trade, as th .e deacon said iof his oxen when they ran into the creek, "There warn’t no sense in them tbar oxen spiten hell, ah.” Now as the Michigan road part or the trading stock of the highway commission omitting the plank road part to 'ersallles—the Michigan road is now and , has been since Its bonds were deeded to the State at the Mlssinewa treaty by the | Potowatomie Indian?, the P r oP er *J < , the pefcple of Indiana and of the people of the United States. • . . ! i The Legislature is made by the deed a fiduciary legatee whose duty is to build and maintain a highway 100 feet wide , from Lake Michigan, at or near Michj lgan City to the Ohio River at Madison. i ROAD BUILT j BY STATE | ' The State built the Michigan road dur. ! Ing the thirties (?) with the money from the sle of lands (the gift from the Potowatomie Indians) about a million or perhaps a half more, and it is today tho propertv of the people of Indiana, despite illegal acts of legislative bodies and county commissioners or tne encroiea- • meats of abutting property owners for ‘ the Supreme Coyrt of Indiana has cic—- ' elded that the cltiros of adrerse possession cannot be made to lie against the 1 property of the state or any form of 1 public property. i Wherefore, the main point of the com- ! missioners’ trading stock was surely not the property of the commission to beg.n with, but then a certain class of automobiles are driven 'neath lovely moonlight and used as trading stock, so why not the highway Useif over which the onto trading stock travels ’neath beautiful moonlight in search of a barga.n In , trade. I suppose as "Nick” says, "Ths : people are foolish." 1 They don't know or they would not stand for the folly and economic waste of the State Highway Commission. !
