WATSON DODGED SENATE ISSUES Opposed or Failed to Vote on Legislative Matters Vital to Farmer Interests. Senator Watson, whose record in the United States Senate runs strangely parallel to that of Senator Harding, failed to vote on 165 important measures that arose during his term. Senator Harding dodged 195 votes during the same period. Watson, who is appealing to the agricultural element of Indiana for re-elec-tion to the senatorial cabal, did not disclose by his vote In the Senate that he was always friendly to assisting the farmers, nor does his record show that he always had the interests of the people at heart. For instance, he has been haring mnch to say about the administration being responsible for the high price of sugar, yet when President Wilson went before congress and asked 'or authority to purchase the Cuban sugar crop Watson voted against considering the grant. It has been demonstrated since that had the authority been given the Government at the proper time it would have Ijeen able to control the price of sugar. Harding also opposed the consideration. Watson failed to vote on measures de signed to promote production of food crops during the war. or agreeing to the conference report on the agricultural appropriation net and on an amendment reducing the appropriation for the eradication of cattle tick and other diseases. He reg stered a negative vote on an amendment for the development of new fish sources of food during the war and also an amendment ap propria ting 520.000.000 for the relief of farmers in drought-stricken regions which would have been in the nature of loans not exceeding SSOO. The Indiana Senator also voted against an amendment increasing the appropriation for agricultural extension work and he Is credited v Ith not having voted on a bill to provide capital for agricultural development and to create a standard form of investment on farm mortgages. He opposed a measure to fix a salary for the Farm Loan Board while Harding did not vote on it. Senator Watson did not vote on several of the important measures designed to bring natural resources under the food contro’ act, such as petroleum, lumber and cotton. HAMILTON CO. FARMERS ELECT. GOV. COX SHOWS ALL HAD HAND IN WRITING LEAGUE Every Honest Suggestion Followed Regardless of Source. TERRE HAUTE, Ind., Oct 11.—Governor James M. Cox, speaking before an audience in this city, made a statement rgarding the League of Nations, excerpts from which follow: “The time has come In this campaign when it seems necessary to bring before the American Jurfl the recorded evidence of the fact that the League of Nations Is the composite thought of the leading statesmen of the world to secure peace not only, but also that incorporated In It are all the suggestions that were honestly offered by leading United States citizens to accomplish the same end and for the further purpose of meeting querulous objections that might arise in partisanship. “When the Great War began in 1914, vSO or the best human intelligences iall the world were applied to the task of attempting something which would make wars in the future practically Impossible. “They recognized that civilization could not endure another war like the one through which we have just passed. They labored with a zeal, an enthusiasm and a devotion to high purpose quite without precedent. “Finally, after months of conference and consultation a plan was evolved and presented to the peace conference at Paris and there adopted without dissenting vote. “Then it was presented to men of all countries and of all shades of political opinion. PARTISAN ATTEMPT TO CLOUD ISSUES. “In carrying out the partisan conspiracy, attempt has been made to confuse the issue by assertion frequently repeated, that the President was unwilling to confer with the Senate with reference to the League of Nations. “Nothing Is farther from the truth. “Public attention is directed to the fact that when the President returned from France, in February. 1919, with the first draft of the covenant of the League of Nations, ho invited ail the members of the Senate committee on foreign relations and all the members of the House committee on foreign affairs to the White House to a dinner for a formal consultation. * “Republicans and Democrats alike wore there, and the President discussed the proposed covenant then. • But before this meeting. Henry Cabot Lodge, as the arch conspirator of the ages, had uttered his defiance and issued the mandate that peace should not be if it came as tile result of effort in which the President had a directing hand. “A partisan victory, born In hatred and discontent, was his goal, let the cost to civilization be what It might. ADOPT FOUR OF TAFT'S SUGGESTIONS. “In sequence a few days after the conference. Senator Lodge produced his Infamous ronnd-rohln, signed by thirtyseven Republican Senators who declared that the league was not acceptable In the form presented, but who, under partisan hip, made no suggestions of any kind for its Improvement as a mean# of preserving the peace of the world. "In this connection, let 'it be emphasized that not one single suggested amendment, received from any responsible source went unheeded; Instead, the majority of suggestions were requested by the President to be put Into writing, and were incorporated in the revised draft, virtually verbatim. “Former President William Howsrd Taft made four amendments and they were adopted. Charles E. Hughes, former Justice of the supreme Court of the United States, offered seven amendments and five of theme were adopted Ellhu Root, twice a member of the Cabinet in succeeding R.-ptibllcnn administrations. presented six amendments, and five of them were adopted. “Then after the President returned In July,' 1919, with the treaty and the final draft of the covenant, he again conferred with all the members of the Benate committee on foreign relations. “The conference was public in the sense that official stenographers werv present and the questions and answers were given to the newspapers as rapidly as transcripts could be made. “At this meeting there developed the visible evidence that the senatorial rln# of the reactionary forces had perfected their partisan conspiracy, that they had no desire to understand the covenant, and that they purposed to becloud and
