U. S. SCHOOLS ARE REPORTED IN ‘WORST’WAY Comparison Made of Conditions in Leading Countries. BRAZIL SHOWS NORMAL NEW YORK, Sept. 24.—The educations system In the United States, still suffering from “war conditions,” is confronted by a more serious situation than that ot any of the other leading countries of the world, according to information cabled from Europe. The situation in the carious countries in brief is this: United States—l,ack of accommoda-
tion for 3,000.000 pupils; shortage of 75,000 elementary and 15,000 high school teachers: inadequate salaries for teachers in many cities. Great Britain School housing shortage rapidly being overcome by extensive building programs: government subsidy enabling teachers to live while training; salaries increased an average of 30 per cent. France—Hard hit by war. France is overcoming shortage of teachers by reorganizing school system along American lines, permitting women to instruct male pupils; salaries increased 75 to 100 per cent; first buildings erected in devastated districts were schoolhouses. Germany—Oversupply of teachers : school enrollment smaller because of decreased birth rate during war. Argentina More teachers than needed except in technical lines: salaries raised 30 per cent; no housing shortage. Brazil—Plenty of school teachers, but shortage of college professors; salaries slightly Increased; no lack of accommodations. SAYS OUTLOOK IN U. S. VERY SERIOUS. Philander P. Claxton. commissioner of education at Washington, declared the public schools, opening for anew year, face conditions of the “utmost serious ness.” " \ He cited the shortage of teachers and lack of seating accommodations. From one-third to two-fifths of American teachers “lack adequate preparation.” he said. The housing situation will require a minimum of three to four years and an expenditure of $9,000,000,000 to relieve, be believed. As to the teacher shortage he declared It would never be obviated until they are paid three or four times what they receive now. Data gathered by correspondents showed that many cities are Individually overcoming the lack of teachers to some extent by raising salaries, but the housing problem was still acute, due either to lack and high cost of labor and materials ora reluctance to build now with prices apparently at their peak. Salaries were increased in some cities from 10 to 60 per cent. In New York City they now range from $1,500 to $2,875 for grade and $1,900 to $3,700 for high schools.

The secretary of the teachers' guild reported the members generally satisfied wiht conditions. When the schools open in France Oct. 1, the first step toward reorganising the educational system along American lines will be inaugurated by employing women instructors for boys in the grammar schools. If this Is found successful it will be J extended to the elementary grades. The war cost France 50 per cent of the men who were preparing for teaching and 10 per cent of its actual teachers. Teacher's salaries have been increased only 75 to 100 per cent since 1914, whereas other occupations have increased from 250 to 300 per cent. This vear’s scale for primary schools is 3.000 to 9,000 francs ($199.20 to $597.00 at the present exchange rate) a year; for secondary schools, 9,000 to 17,000 francs per year and for universities 17.000 francs to 25,(XX) francs ($1,128.8 to $1,660.)
