VERSAIELES, Sept. 23.—Without serious opposition Premier Alexandre Mlllerand was elected President of France today by the national assembly. He succeeds President Paul Deschanel, who resigned because of Illness. ■ Millerand’s election was conceded alirost from the hour It was announced X'eschanel would resign. - It was made certain yesterday when -the two chambers of the national assembly, In caucus, gave MUlerand a great majority for the nomination. Radical groups desired Millerand’s defeat, but saw there was no chance of success when Raoul Peret and Leon Bourgeois refused to accept nominations against him. ” MUlerand led In the voting from the start and was far ahead when the balloting was half- completed. The establishment consisted of a wooden shack at a railroad crossing in Posen, lU. A magistrate and one constable were th© proprietors. Motors which failed to come to a complete stop at the crossing, as provided by State law, provided a steady stream of assets. The company had no liabilities. The State Publio Utilities Commission decided, after one of its own members had been made an Involuntary customer, that the stop order was om/ecessaiy at that crossing. Forest Fires Raging in Russia, Is Report LONDON, Sept. 23. Hundreds of persons have perished and thousands have been made homeless as the result of great fires which are raging In many districts of Russia, said a dispatch from Helsingfors today. A conflagration is sweeping the suburbs of Petrograd. Moat of the deaths SDd destruction have been caused by forest fires. Conflagrations are reported from the Russian governments of Archangel Moscow, Jaroslav, Tver, Volgoda and elsewhere.

Man Who ‘Whipped’ England’s King Dies Special to The Times. NOBLESVILLE, Ind., Sept. 23. Funeral services for James Touhig 77, were held here today. Ho was bom in Ireland and was probably the only man In America who ever had a personal encounter with King Edward VII of England. When Touhig was a lad of 10 he went with his parents to visit in London. One day Edward, then the Prince of Wales, came along the street where young Touhig was playingThe prince teased him to the point where ho became angry and Touhig often told his friends he "whipped him within an inch of his life.” Police Pinch 2 With Large Rolls and Guns Two men in an automobile lost a race with the police early today. The police saw the men on Washington street near Eagle Creek and pursued them. The two ears raced to White River and Washington street, where the police arrested Steve Carlebto, 34, charging him with carrying concealed weapons and speeding, and Frank Banzo, 27. charging him with carrying concealed weapons. The men said their homes are near Clinton, Ind. The men drew out large roll* of bills at the turnkey's office and were released on cash bonds.
