IfIMOCRATS GAVE 1. S. PROSPERITY’ m —DR. M’CULLOCH Bbwth of Country Is Result r of Methods, He Says. DELPHI, Sept. 17.—Dr. Carletoa B. McCulloch, Democratic candidate for Governor, spoke here last night. He opened his address by declaring that the present prosperity of Indiana and the country was not of "mushroom growth,” but of solid business administration. “Why, then, change our national administration?” he asked. He submitted figures showing that the gold reserve percentage of the United States was larger than all the rest of the leading nations combined, with one exception. On, state issues the candidate discussed the tax law and the enormous expenditures of the state highway commission. He declared he stood with the Demo cratlc party on the question of improved highways, and pointed that a Democratic Rational congress appropriated the money ror “federal aid" for states building better roads, and showed that Thomas Taggart, candidate for the United States Senate, supported this bill. “We must have improved highways," the speaker said, “but they must be built without extravagance and without burdening the peopk? with heavy taxes." In discussing' the tax law, Dr. McCulloch pledged the Democratic party to the repeal of the present law and the enactment of a more just and equitable tax statute. He said the Republican leaders approached the making of anew tax law with the wrong motive and charged that the leaders did not bare the ratification of the old law in mind so much as they did in building up a powerful political machine which would have complete control of every taxing unit in the State from the township to the State. “They had this machine well oiled and under control,” the speaker said, “which if it had been successful would have perpetuated these leaders in power and control of all taxing units. But it went too fast and furiously and It overreached itself and had become execrated by every taxpayer in the State.
