FEDERAL STRIKE IS THREATENED Open Clash With Government Is Expected. WASHINGTON, Sept. 9.—Difficulties between the war department and arsenal employes have reached the stage of an open clash as the result of the refusal of Secretary of War Baker to reinstate union lenders discharged by the military officers from the Rock Island and Frankford arsenals. The workers at the two arsenals threaten to strike unless the leaders are reinstated. Further action on their part will be decided on after a conference between Secretary Baker and N. P.
