SUGGESTS LONG PAYMENT TERM French Financial Expert Reviews German Indemnity. PARTS, Toly 80. —Th* suggestion that Germany's time limit for the payment of Indemnity should be extended to a century so that future German generations would feel the punishment of war was made today by Jean Key, noted French financial expert and economic writer. "In the course of the discussions regarding the method of payment by Germany two most Important points hare been lost sight of," declared M. Bey. ‘ln the first place the term of years orer which the payments are to be made should not be limited to thirty, forty or erven fifty years. , “It should be at least 100, so that the next generation-of Germans would hare to pay a share. “In the case of an individual, responsibility for payment of an amount due is prolonged until-his death unless paid. “Since a nation hag an Indefinite life, why should not a similar procedure be adopted ? “In the second place, the payments of reparations should have absolute preference over all interest paid to the Germans by their government on war loans. “Germany iloated during the war about 200.000,000.000 marks in war loans, or about 250,000.000.000 francs at the prewar rate of exchange. ‘“These loans were almost entirely subscribed at home. “Why should not the allies force Germans who subscribed to these loans to be content with, say 1 per cent Interest during a period of twenty years, so that the German people can meet their reparations bill? “When Germany has paid a large percentage of this bill the rate of interest for German holders of war bonds could be ralcod. “Nothing would serre x better to teach the present generation of Germans that the policy of imperialism which they upheld with such enthusiasm does not pay—when you are beaten.”

HOLD OHIOAN ON ‘SLAVE’ CHARGE Couple Picked Up in Search for Holdup Suspects. John Schlrmer, 25. of Lima, 0., was arrested today on charges of white ilarery, operating a blind tiger, and vagrancy, and the police are Investigating the ownership of an automobile In which he is said to have brought Marvel McKinnon, IS, of Delphus, 0.. to this city. Schlrmer and the young woman were found in a North Illinois street case by Motorpolice Hudson and Landers at 4 o’clock this morning while searching for holdup suspects. The McKinnon woman was arrested on a vagrancy charge. Schlrmer was unable to give a good account of himself, the police said, and they searched him. finding letters and telegrams from his father, C. C. Schlrmer of Lima, warning him that “the girl will get yon in trouble, and they are searching for you,” and slso mentioning “two (hecks came back, who is writing them for you” An automobile said to be the property of A. .T. Mueller, proprietor of the Lincoln highway garage, at Lima, was found in front of the case. It had Ohio license No. 251444. The girl admitted, she b#d lived with Schlrmer as his wife at 250 u Fast Wash- . logtoc street since coming to this city three weeks ago, according to the police. According to Fred 81ms, chairman of the tax board, the Increased valuations this year result from a normal Increase In property values and from the fact that assessors are putting more personal property on the duplicates. Last year the personal property valuation for the entire state was $1,152,605,'l2B, after the Ulsgal Increases had been added by the tax board.

July 80.—Shortly after Elmer Hyatt, 18, died In the electric chair at Sing Sing prison, early today, for killing a Rochester policeman, a man called police headquarters here on the telephone and excitedly demanded that the execution be etopped. The speaker said that he had killed the policeman and had only heard a few hours before that Hyatt was to be electrocuted for the crime. The call was located and Robert Barron, a well-dressed man, arrested. Prison authorities said there never was any doubt but what Hyatt was guilty.
