One of the principal addresses of the session was made yesterday by Evan A. Evans, Bara boo, Wls., judge of the United States Circuit court of appeals, who spoke on “The Naturalising and the Nationalizing of the Allen." Following the jurist's address, the lawyers passed a resolution asking the special session of the legislature to pass a law requiring all children between the ages of 7 and 18 years to be taught the English language In the public schools. The association also went on record increasing the salaries of the judges of Ms-lon county, as well as of the state generally. HENRY COrNTTITKS MEET. 4,469 poll tax payers since the last census, many of the cities and most of the small towns show a decrease, the gains coming in the manufacturing centers. The decrease In Coos county alone Is 1,003, which Indicates that the men of the back counties are leaving for Industrial centers. The census of 1010 gave New Hampshire 480.572. Computing the population at one poll tax payer for every foui citizens, the population In 1020 would be 480,704, but it Is considered doubtful if these figures will be reached.
