He said that it Is now up to the American people to determine whether or not
they will range themselves on the side of morality and better government, or whether they will be in favor of this political bantling, born at Chicago, which the republican leaders have put In the place of the great covenant of peace. “The questions involved in this league of nations are moral questions, and upon moral questions the American people are always right.” Mr. Spaan contended that the future saf°V of Ireland and Germany will rest with the league of nations. He said that under the great covenant, established by this league, any nation chat feels itself aggrieved may present these grievances to the league council, and it will be published to the world. “It will then remain for the nation which does the wrong to face the organized public condemnation of the civilized world.” “That is what the great covenant is," he declared. “It Is the organization of the best public opinion of the world.” Detective Foran Shot by Robber Detectives today are searching for the freight car robber who shot Patrick F. Foran, railroad detective and former patrolman, SS3 Meikel street, Sunday night. Foran is at the City hospital with a bullet ih bis leg. He discovered a man robbing a freight car at. Twenty-third street and the railroad tracks. The man failed to obey Foran’s order to halt and opened fire, Foran returning the fire. In the exchange of shots the railroad detective was wounded and the thief escaped. The man who shot Foran is a white man. The shooting occurred near the place where Railroad Detective Lee Stringer was murdered by negro car robbers about a year ago.

Discount Rumor of Lenine-Trotzky Fall LONDON, June 14—Official circles were skeptical today of the unconfirmed report from Toklo that the Lenine-Trot-zky regime at Moscow had collapsed and that Gen. Bruslloff was In power. According to the Toklo report, which was said to have been received there from Vladivostok, Trotzky was slain and Lenine fled from Moscow.
