SAYS VILLA AND ALL FOLLOWERS TO GIVE UP SOON Negotiations Between Bandit and New Mexican Governl ment Under Way. MEXICO CITY, May 28— Negotiations fsr the surrender of Francisco Villa and all his followers to the new Mexican government, headed by Provisional President dje la Huerta, are under way. and it is expected the Villistas will yield within the next few days, according to a statement made by Gen.
