REBELS SET UP GOVERNMENT IN CITY OF MEXICO Temporary Leadership to Be Shared by Obregon and Gonzales. POST AMNESTY DECREE VERA CRUZ. Mexico, May 21.—The following administration has been eet up at Mexico City, pending the establishment of anew government, according to a dispatch from the capital today: Supreme chiefs of the revolution, Gen. Alvaro Obregon and Gen. Pablo Gonzales; foreign minister, Senator Juan Sanchez A. Feconi; temporary minister of finance, Aurellano Mendivtl; temporary minister of colonization, Alberto Acosta; reorganizer of the Judiciary, Aquiles Elordnye; director of telegraphs. Col. Ismael Rueda; director of posts, Jose Quevedo; military commander of the federal district, Gen. Felipe Sales; governor of the federal district, Miguel Gomez Noriega; chairman of the Mexico City council, Cecilio Carza Gonzales; inspector general of police. Col. Guts Amieva. The new administration has decreed that all Mexicans who were expelled by Venuistiano Carranza and those who tied the country when Gen. Carranza came into power may now return without molestation. decree was described as causing “unbounded enthusiasm.” Congress is expected to appoint a provisional president at Mexico City on Monday. The members have been holding conferences among themselves, discussing eligible candidates, according to information from Mexico City. It is reported from the capital that if Carranza is captured, he will be arraigned before congres and formally impeached. He Is one of Obregon’s trusted lieutenants. Reports that Carranza is on the point of being captured were revived today. These reports were said to be based upon official advices. Carranza’s refuge in the Sierra Madre mountains was reported to be almost surrounded by revolutionary troops.
