BANKERS URGE CUT IN LOANS Should Be Required Within Next Few Months, They Tell Reserve Board. WASHINGTON. D. C., May 20.-Mqul-datlon of not loss than 10 per cent of hank loans within the nest four months will be required under the terms of a policy recommended today by the leading bankers of the country in conference with the federal reserve board as a means for meeting the credit crisis without Inviting more serious consequences. The liquidation will amount to about $2,000,000,000. and, while borrowers producing or marketing necessities will be required to repay little if any of their loans from banks, borrowers supplying luxuries or holding goods for high price* will be compelled to repay advances of credit largely, if not entirely. ao that the average reduction by each bank shall be at least 10 per cent. Federal reserve and member banks are to co-operate In forcing this liquidation, which is expected to force a fall of prices and a decreased cost of living by compelling profiteers to unload hoarded stocks at greatly reduced price* in order to take up notes and arrange for further credit. This forced liquidation is already in operation. The bankers' resolutions, framed by a committee h?ad*d by James B. Forgan of Chicago, recommended that the banks reduce their total loans by 10 per cent —or more, if necessary for the fall movement of crops—and give preference in new loans to those essential for production of the necessities of life: that the federal government defer alt but necessary expenditures until after the crop movement, and reduce Its borrowing to a minimum; that states, counties and cities defer issuance of bonds, and postpone public improvements to help the labor and material markets: that individuals and business concerns postpone construction not imperative, and that individuals increase their savings deposits in the banks, and spend as little as possible, limiting their purchase to necessaries. The resolutions point ont that bank ltvans aggregate an unprecedented total, sot that the bank reserves are down almost to the legal minimum.
