WASTE CHARGED ON WAR NITRATE House Republicans Say Army Sunk $116,194,974. WASHINGTON. May IS.—Charging that th> -war department spent $116,194,074.37 on plants which produced no nitrate prior to the signing of the armistice, the republicans of the house war department expenditures committee, in a report made public today, declared the “whole nitrate program was one of misdirected effort.” The alleged failure of the program is directly traceable to Bernard M. Baruch, who admits that he was the moving spirit in the plans of the government, the report stated. The republican charges were denied flatly in a minority report filed by Representative Garrett, Ten., who asserted that if it was a mistake to £#nbark on the nitrate program it was also an error to -ail to arms 3,000,000 men who never left the United States. ASK TO HOLD UP OTHER PAYMENTS. Recommendations yf the republicans as outlined by Chairman Graham follow: That no further suras be paid to the nitrate corporation or its sub contractors for the building of plants at Muscle Shoals. Ala., Toledo and Cincinnati. 0 That civil suits be instituted to recover such sums as may compensate the United States for the failure of the corporation f carry out its contracts or that the cor-

That the-plant at Muscle Shoals be leased by the war department for the production of fertilizer. • That the plants at Toledo and Cincinnati be salvaged. FAVOR ALABAMA PLANT TOR EXPERIMENTS. That the plant at Sheffield, Ala., be kept for experimental purposes; that 1,200 acres near it be sold. The charge is made by the republicans that plants were located at Toledo and Cincinnati to “quiet the opposition of Representative Nicholas Longworth to the Muscle Shoals project.” “The whole program promised nothing in the way of winning (he war and accomplished nothing,” the report concluded.
