This declaration -was made by Police Chief Vollmer, in addressing a mothers’ dab meeting here. The age -which has put jazz in rnasic, business and domestic pursuits and made the nervous system a liability instead of an asset, the chief asserted, must send the parent to school lest the child outdistance his elders to the hall of fame or the penitentiary. "The complexities of childhood are too ranch for the average father or mother who does not delve down into the cause of things,” said the chief. “Moreover. the average person is not equipped with scientific knowledge to diagnose situations that may arise. It takes an expert trained in such matters, and for that reason a public bureau where parents may bring their children and their problems would not only help the indi▼idral, but the community at large.” Syh a bureau, the chief said, might AMber be connected with the school or police departments. Among the various *ypes of children which the chief declared such a bureau could ‘Treat” are the precocious, nerrous. fidgety, thieving, lazy, lying.
