Conditions In the yards here are improving rapidly, according to railroad officials. AMES CONDUCTS INQUIRY AT N. Y. NEW YORK, April 27.—Federal Inquiry into strike conditions In New York was conducted today by Judge C. B. Ames, assistant United States attorney general. Ames planned to make a thorough probe of not only the “‘outlaw" strike of railroad employes, but also of the strike of longshoremen and steamship clerks The Inquiry was held behind closed door*. Representatives of business men’s organizations and civic clubs were the first witnesses to appear. Constant Improvement in the railroad strike conditions was reported by railroad managers MANUFACTURERS MAKE COMPLAINT CHICAGO, April 27.—Manufacturer* today declared the strike of outlaw avrttchmen in the Chicago district has tied up raw materials and virtually prevented shipments of finished products. April 27.—Soldier bonus legislation held the attention of Congress ‘today, but the developments Indicate that tbe leaders are no nearer a satisfactory solution of the problem thyp at any time during the past month. The political side of the question was emphasised in the house by partisan speeches made by Representatives Longworth, republican, Ohio. Green, republican, lowa, and Garner, democrat, Texas. The republicans scolded the democrats for trying to make political capital out of the proposed legislation and the democrats retorted that the republicans were seeking to capture the soldier vote by the paltry bribe of $1 or $1.25 a day bonus.

Blame Material for Poor Street Work Inferior asphalt patches on Meridian street between the monument and Ohio street, are due to faulty material rather than poor workmanship, according to members of the board of works and the city council. On request of Gustav G. Schmidt, president of the council, members of the board of works, in company with A1 Meloy, street commissioner, inspected the payment yesterday. It was said employes of the street department used a ‘‘cold mix" to patch the pavement about a month ago, and the repairs have since worn away. The inspection was made in view of an Increase in pay demanded by employes of the street department.

FARM MASSACRE MAY BE SOLVED North Dakota Police to Arrest 2 Men for Deaths of 8. TURTLE LAKE, N. D., April 27.—The arrest of two men believed guilty of the murder of eight members of Jacob Wolfs family here, was expected late today. Officers spoke with awe of the ‘‘chilled steel” nerve of the two suspects, who mingled at all times with the crowds of curious at the farm home where a family of eight was obliterated. Two guests were at the Wolf home Thursday—the day of tho murder —since the table was set for ten. Wolf was shot at long range. There was evidence others of the family were killed at short range, probably to silence witnesses. Only the baby was left alive. Suspicion centered on two men because they had had trouble with Wolf. One recently received a shot gun from a mail order house. The weapon was similar to that later found in a pond near the house. The two men assisted in removing the bodies from the home and in finding empty shells and other clues. WANT AMERICA TO AID EUROPE U. S. Chamber of Commerce Body Recommends Action. ATLANTIC CITY, N. J., April 27. American aid for reconstruction work in Europe was recommended today to the Chamber of Commerce of the United States by the national committee on European finance, which declared the following steps were necessary: Shipment of raw materials to Europe. Revision of the excess profits and income taxes in this country. Sanction and co-operation of the government in plans for extending private credit to Europe. Formal establishment of peace. Increased thrift and decreased consumption by Americans Increased production, reduction of Inflated currency and political stability in Europe. EUROPE INVITES U. S. FINANCIERS Asked to Send 3 Delegates to Allied Confab. WASHINGTON, April 27.—The United States is in the invitation extended through the embassy in London from the secretariat of the league of nations, to send not more than three delegates to the international financial conference to be held at Brussels toward the end of May. Tile representatives are to be men conversant with public finance, banking and general economic problems, and the principal subjects to be discussed are, it is understood, international trade and credits. Representatives from Great Britain, France, Italy and Holland are included in the advisory commit*ee on matters relating to the conference. The proposal is made that each country present written statements at the conference to give a comprehensive summary of the situation in each country with respect to the externnal debt, taxation, currency, Internal loans and other matters of public finance, foijeign trade, including exchanges, credits, import restrictions and exchange control. Statements will ialso be presented on behalf of the allied governments, it is understood, regarding policies for the future with respect to taxation, internal debt, currency and exchange regulations. Restoration of trade balances and foreign credit facilities will be taken up and a report will later be made to the league of nations.
