PLSON SENDS [OBSERVER’ TO RALLIED SESSION Ambassador Johnson at Rome to Attend Conference at San Remo. WASHINGTON, April 21— President Wilson has Instructed Ambassador Robert Underwood Johnson at Rome to attend the San Remo meeting of the supreme council as an unofficial observer, it was learned today at the state department. Announcement of sending of an envoy to San Remo was interpreted as indicating that developments of the first two days of the conference have not been to the liking of the administration. It was authoritatively reported yesterday that the United States would not be represented at the conference ' unless there were unforeseen developments." Ambassador Johnson was fully informed as to the position of the United States government on the Turkish and i Adriatic questions before he sailed for Italy, and no new Instructions will be him it was stated today. GERMAN PROBLEM TO COME UP NEXT SAN REMO, Italy. April 21.—When the inter-allied supreme council resumed its delibertaions on world peace prob- 1 lems today it was expected that the vital points of the Turkish settlement would be out of the way before night and that the decks would be cleared for taking up the German situation tomorrow. Some phases of the Germari question, notably the advisability of sending a disarmament ultimatum, already have Seen discussed informally, but it is understood that no definite decision has been reached. It is held in some quarters that anew blockade of Germany would prove ineffective since the United Sttes would not participate. Significance is attached to the action of Premier Millerand in rejecting the suggestion of Premier Lloyd George and Premier Nitti that the exact amount of Germany's 'war indemnity be fixed. Spaan Gets Hot and Judge Grins For a few minutes in city court yesterday Ralph Spaan, deputy prosecuting attorney, was “consumed with indignation.” He concluded a conference with a girl defendant, who was caught in a raid, and who said she was from "Noo Yavk,” turned lo Judge Pritchard and declared that a certain uian in the courtroom had represented to the girl that he was Spaaa’s brother and had “fixed it all up” for her not to testify. * Someone asked Spaan if the fellow really was his brother. “No,” shouted Spaan, “he isn't my brother, and no brother of mine would 6ay such a thing.” The man to whom Spaan referred as having represented himself as his brother sat unmoved. Judge Pritchard smiled, the girl sobbed a bit and Spaan finally cooled off enough to lose the case to Ira Holmes, who seemed to be enjoying It immensely. The girl from "Noo Yawk” was dismissed. V to pay the allies for war damages, she would, to some extent, be relieved of her economic discouragement and would probably c odify her attitude toward France.
