■HOOL BOARD ■LASH RESULT FOF PAY FIGHT Parry and Crippin at Odds on I Appointment of Advisory = Commiftee. Relationship between officials of ttie tndianapoiis school city were strained today as the result of a discussion over the appointment of a financial advisory committee. Following a decision of the board of school commissioners to institute new contracts with teachers for the purpose of paying a bonus of SSOO for the present school year, should such procedure bo held legal, a discussion concerning £;e appointment of ,an advisory cornwas brought up by Commissioner night. DECLARES RESCINDING F AUTHORITY ILLEGAL. It was held by Mr. Barry that the ictlon rescinding this authority was Illegal and not in compliance with parliamentary rnle. He urged a meeting with men of financial experience and said he was not in accord with the sentiment of the board which seemed to be opposed to ratling in financial men ,'or advice. Hitt, business director. in regard to unauthorized expenditures on school No. fib was made at last night’s meeting by Commissioner B S. Gadd during a discussion over action in placing blinds on windows at tlie orphans’ home in connection with the school. At the last meeting of the board a letter was received requesting that shades he placed on the school windows so that n picture machine donated to the school might Be used. Mr. Hitt reported that the s'ate board o- accounts held the school city had no nuthority to make the purchase. Mr. Gadd said' he was under the impression thht the blinds had been ordered placed, to which Mr. Hitt replied that he misunderstood the action of the

board and that he was merely doing his duty in reporting the sentiment of the state lax board. Mr. Gadd then remarked that it would have perhaps beep well if the business director had always been as frank with the board in regard to his duty at School 59. Action in regard to a bonus demanded by teachers was taken following an opinion expressed by Frederick E. Matson, president of the 'Rotary club, who appeared in behalf of the teachers. It was decided by the board to give the teachers new contracts for the last two months of the school year embodying the salary increases providing that

Final action on the matter was held in abeyance until Mr. Matson will have an opportunity to submit a written opinion on the matter The borrowing power of the board is limited to one-third of the special fund under the present tax law, according to Ralph W. Douglass, assistant business director, who suggested at a meeting with the state tax board yesterday that all funds be placed in the special fund to increase the borrowing power. During a discussion of the proposal to cancel contracts and institute new ones for the remainder of this year Albert Baker, attorney for the school board, was asked for an opinion and replied that the matter was new to him and he had not studied it. "They could, by mutual agreement, cancel contracts, but if it is for the purpose of increasing the salaries they might as well increase the salary with.out canceling the contract.” The plan to substitute new contracts for the remainder of the year will give teachers an. increase of approximately SIOO for the remainder of (he term and will cost the school city about $150,000, it was said. A meeting with representatives from the Teachers’ federation will be held Thursday evening at 4 o'clock for a discussion of salary measures. A salary increase to all janitors, custodians, engineers and firemen of the city schoSls amounting to from $lO to sls per month, effective May 1, was authorized by the board.
