COUNTY G. 0. P. CHAiEMAN HAS REAL DILEMMA t Anti-Jewett Men Insist Hendrickson Give Them Place on Primary Board. Harry Hendrickson, republican chairman of Marion county, is facing a dilemma. The “anti-Jewett republicans’* are demanding representation on the primary election boards, which he will appoint. If he names “anti-Jewett” men on these hoards he will throw away the advantages the old organization has in the control of the primaries from the time the polls open until the returns are finally compiled and announced to the public that generally believes fliey represent an honest count of the votes actually cast. If he does not name “anti-Jewett” representatives on the board the organization will be in a position to conduct the primaries as very much pleases. But the “anti-Jewett” faction will not abide by the results of the count announced by the organization boards as being the real sentiment of the voters of Marion county. SOMETHING MISSING IN' HAYS’ “HARMONY." In other words the “harmony" that Will Hays says exists in all parts of the republican party has not yet developed to that point where any one faction is willing to entrust the ballot boxes and the poll sheets to the tender mercies of the other. Os course the “anti-Jewett” crowd does not believe the organization would miscount the votes. They just brazenly assert that past experiences have proved to them that unless they have a reliable man in each precinct the results will not be a true reflection of the sentiment of the people of Marion county. They are not calling any names or making any faces—yet. But they do not hesitate to tell Mr. Hendrickson that they represent a great big faction of the republican party, a faction that controls about 12,000 votes and they intend to vote those votes in the primaries for anti-organization candidates and they expect to have them counted, too. And In order that there may be no dispute a sto whether they are counted, they want representation on the election hoard. Further, they say unless they have representations on the election board and their representatives are satisfied of a fair deal they will delegate sufficient of their voters to vote the democratic ticket to make it futile for the organization to hope to elect its candidates in the coming election. THE “ANTIS” KNOW FROM EXPERIENCE. The “antis" had their experience in this respect in the election that made Charles W. Jewett mayor. They have charged ever since that the office was stolen from Hew Shank and they say this coming fall the man who starts the stealing will not get an office if they can prevent it. Hence, in order that they can he present to see that no oue starts stealing, they demand places on the election hoard. And they say refusal of these places will be prima facie evidence that the organization has some work to do at the polls that it does not want everybody to know about. The complication is complex. Certain interests that are behind a certain much advertised candidate for presidential honors n.e past grand masters in making the primaries show what they want the primaries to show. These interests usually work through the organization and they do not care for “antis,” especially nat bn the. election boards. Whether Hendrickson will listen to them and iatore the “antis” remains to be see tilt W eery evident that if he expects fte county of Marion to contain a united republican party after May 4, he will give the “antis” what they want. The District of Columbia law give* three rental commissioners power to fix rents, prohibits eviction of tenants while a ease is pending, gives the commission over service charges, such as Pglephone, light, heat and elevator In connection with occupancy or rental of any property, and permits an appeal to the court of appeals. In Indianapolis and throughout Indiana the sublease practice is resulting in speculation and artificial inflation of rental values, according to Mr. Wyckoff. “Practices of some property owners and rental agents here are very vicious,” said Mr. Wyckoff, “and tenants in many parts of the city are becoming dangerously aroused. “A group of tenants in the western part of the city have banded together to repel eviction by force, if necessary.”

STREET CURBS TO BE CLEARED Board of Works Orders Removal of Approaches. The board of works today ordered all timber and makeshift curbing approaches used for hauling wagons and automobiles from the street to the sidewalks, removed by April 8. The board announced that all such approaches will be torn up by employes of the street department after that date and that the board of safety would be asked to order arrests for all violations of an ordinance governing such obstructions in the future. The board today awarded the following contracts for streets Improvements : Ruckle street, from Forty-second street to Park avenue, bituminous concrete, awarded to J. N\ Morgan & Sons on a bid of $3,392.97. Hampton drive, from Illinois street to Boulevard place, bituminous concrete, awarded to Mansfield Engineering Company on a bid of $26,992.15. First alley oast of Capitol avenue, from New York street to the first alley north, two-course concrete, awarded to the Columbia Construction Company on u bid of $812.50. First alley east of New York street, from Capitol avenue to Muskingum street, two-course concrete, awarded to the Columbia Construction Company on a bid of $916.32. The others who are either actively seeking the nomination or have been mentioned as possibilities are Robert I. Marsh, Joseph R. Williams, Paul G. Davis and Woodburn Massoif. No candidate for treasurer has yet filed his declaration. but at least four are being mentioned as possibilities. They are Cortez D. McCulloch", candidate for the democratic nomination for governor, said :n a speech at Martinsville Saturday night. “They are the most convincing arguments that the republicans have misused their power,” he declared. All three of the candidates for the republican nomination for governor are expected to attend the Parke county meeting at Turkey Run tomorrow. Gov. Frank O. Louden of Illinois, candidate for the republican nomination for the presidency, will not come to Indianapolis until some time next week. It wag announced at his headquarters that he would speak at the Columbia club next Saturday, but the governor later found he could not be here at that time. Senator Johnson will spend very little money In Indiana In his campaign for the republican nomination for the presidency. according to ZeJl C. Swain, his Indiana manager. “The senator will make the same kind of campaign here he made in South Dakota,” Mr. Swain said. “He did not have that state organized because he had no money and he only made five speeches there, carrying every place where he appeared."
