OFFICIALS SAY EXTRA SESSION IS INEVITABLE Decided by Auditor’s Demand for Funds to Run Institutions. ALTERNATIVE, TO CLOSE Statehouse officials today were convinced of the Inevitableness of a special session of the state legislature this spring as a result of a statement issued by Otto L. Klauss, auditor of state, demanding that a session be called to appropriate additional funds for state institutions and declaring that unless such appropriations are made the institutions will have to close. Mr. Klauss’ status as an interested party -to the special session plan Is established by the fact that technically he has been at fault In misdirecting funds of the state to keep the institutions open. Similar action was taken by him in 11*17-1018. when the Institutional appropriations fell short, and thq action was subsequently approved by the nest regular session of the legislature. Now the auditor says he will not continue to bear responsibility in caring for the deficits ont of the general fund is he did before. The institutions will incur a deficiency for the fiscal year of $500,000. the statement says. DIVISION OF OPINION CAUSES GRAVE CONCERN. A few weeks ago he Is quoted as saying he did not care whether a special session was called or not. The division of opinion among republican leaders as to the advisability of a special session has caused grfrce concern among candidates for party nominations. Gov. Goodrich left for Miami, Fla., last Monday, where he was to confer with .Tames A. Hemenway, republican na- > tional committeeman from Indiana. Politicians expected they would discuss state affairs, including the special session plan “I see no reason,” said Mr. Klauss, “why the assembly can not convene and pass on the Institutional appropriations, the proposal to erect a war memorial building, correction of election laws and then adjourn." In 1610 Mr. Klauss repeated the move of 1018 and drew on the general fund t>- aid state institutions. This he did witfc the approval of the governor, and expecting, so he now says, that i special session of the legislature would l.c called to legalize the action. This, he said, was the only way to keep the institutions open. THREE INSTITUTIONS SOON WITHOUT CASH. The session should be called within the next ninety days, the auditor says. Within a month three of the institutions will have exhausted their appropriations. By July a majority of the institutions will be out cf funds. “I have determined,” Mr. Klauss said, “that when appropriations are depleted I will not draw warrants on the general' fund to meet the bills. Unless the special session is called I see no alternative but to close the institutions.” The $150,003 emergency maintenance fund in the hands of the governor will carry institutions for about two months, taking them up to July, the statement Bays. Several institutions have themselves to blame for their condition, according to Mr. Klauss, as most of their requests were granted bv the legislature, if the report of the legislative visitiug committee is correct. An “emergency and contingent fund” of $400,000 foe Institutions was allowed by the last legislature, but its use was restricted to purchasing land and erecting buildings, so It can not be employed to meet current expenses.
PROBE SUICIDE OF CRIPPLED GIRL FeYh Shouse, 14, Believed tt Have Swallowed Strychnine. Poison, believed to be strychnine, is being examined today by order of the coroner, to determine the cause of the death of Fern Shonse, 14, at her home, 1533 Hoyt avenue, last night. A note was found beside her body last night indicating that she was despondent over illness and her crippled condition caused by rheumatism. Dr. George Christian, deputy coroner, was toll that the family moved here a week ago from Linton, ind. Another daughter, 17, returned to Linton. The mother Is dead. Neighbors saw the girl at H :30 o’clock Thursday morning. Mr. Shouse was at work. The body was discovered by Laura Brimbay, who rooms at the Shouse home. It was removed to B P. Gadd’s undertaking establishment. Moves “Into Office Before Election” The county commissioner’s court room Is beginning to look like the political headquarters of Luther E. Tex, republican candidate for county commissioner from the Third district. Tex has a big pile of campaign cards stacked up against one of the walls. Asa man was bringing in the large campaign cards and stacking them in a room maintained by the taxpayers of Marion county. Commissioner Carlin Shank said, “ guess that Tex thinks he has been elected already and is moving in."

CHARGE BONUS’ CHECK FRAUDS Police Hold Young Man for Probe of Gang Operations. T Clifton O’Neal, 24, said by federal officials to be implicated with a gang of forgers who have been issuing fraudulent army cheeks throughout the country, was today arraigned before Howard,. S. Young, United States commissioner, and remanded to jail in default of a $2,000 bond on a charge of forgery. It is charged that O’Neal passed fraudulent army bonus checks in Indianapolis, two on N. M. Septinger, 428 Massachusetts avenue; on F. F. Bryant, Jeweler of the Denison hotel block. All of the checks weiV? for SOO. O’Neal was arrested In Muskogee, Okta., where ho was picked up by secret service men. When in Indianapolis he was accompanied by another man, who was said to be the head of the swindle. O’Neal said he could neither read nor write. A large number of army quartermaster checks have been stolen from army camps and It is said that they are making an appearance in different parts of the country. The majority of those said to be fraudulent are made out as bonus checks. The boundaries in the Eleventh, Twelfth and Thirteenth precincts were changed. In the Fifteenth ward the boundaries were changed to conform to additions made to the city by the action of the city council. Mr. Fes'er announced the following changes in the various'townships: Two new precincts were added in Perry township, Just south of the city, including University Heights and Beech Grove. Anew precinct was added in Washington township and the boundaries changed in the other two. Five new precincts were added in Wayne township. “This was done,” said Fesler, “to take care es the rapidly growing district from Washington street north to the speedway and west to Ben Davis.” In the other city and township wards and precincts no changes were made, it was announced. Encampment to Be in Bloomington The forty-first annual encampment of the department of Indiana, Grand Army of the Republic, will be held at Bloom lngton, Ind , on May 25, 20 and 27. it is announced in general orders issued from the headquarters in the atatehouse.
