CHANGE NEAR IN ROAD LAW Amendment Dealing With Fund Provision to Be Asked. ■yAn amendment to the Indiana road law to permit counties to advance money for preliminary road work in townships, or to require persons petitioning for road improvement to deposit money for preliminary expenses probably will be introduced at the special sessieon of the legislature, if one is called, Jesse Eschbnoh, chief examiner of the state board of accounts, said today. It is illegal for counties to advance money for 'township road work under the law at present. That means salaries of engineers and other expenses can not be paid until road bonds are sold. In some townships money realized from sale of bonds for one road job is used to defray preliminary expenses for another job. In counties, however, that have been advancing money to townships for roads the county auditors are criminally liable. Under that system the county’s money Is ♦n use sometimes for three or four years and Is returned without interest. Morgan, republican, of Bartholomew county, has announced that lie is opposed to the calling of a special session cf the legislature, as he believes that such a session would be in opposition to the best Interests of the republican party. Mr. Morgan takes the attitude that the measures which would come before the proposed session can well wait for nine months until the next regular session. Among the petitions (lied with the secretary of state at the last minute was that of William Grant Webster of New York, candidate for the republican nomination for the vice presidency. Mr. Webster’s petition was received after the 5 o’clock deadline, hut was accepted, as it was actually tiled within the time limit prescribed by law. The petition contains the signatures of 527 Indiana

republicans. It was filed by Mr. Webster personally. He has filed petitions in Nebraska, Ohio, North Dakota and Sputh Dakota. Mr. Webster announced that he Is against the league of nations either with or without reservations, that he favors forceful Intervention in Mexico, and that he favors also a strict enforcement of law and order, rigid econ omy in governmental affairs, freedom of speech and the press and universal military training. The Turpte Democratic Neighborhood club was formed at a meeting at the College of Musical Art, 844 North Pennsylvania street, last night. John W. Holtzrnan was elected president.
