FRENCH ATTACK PREMIER’S PLAN AS PRO-GERMAN Builds Up Neighbor at Their Expense, Government Officials Declare. POINT TO WAR’S WASTE PARIS, March s,—The French government takes the position that the European economical policy as agreed by Premiers Lloyd George and Nitti will ead to the rehabilitation of Germany's industries more quickly than France’s, icpording to an authoritative statement today. The governmenFs position may be outiined as follows: Germany's Industries were little affected by the war, because German territory was not invaded extensively. Hence German manufacturers face a much easier problem than do the French, for. the French assert, France's greatest Industrial cities were laid waste and her factories wrecked with typical Teuton thoroughness. MEANS RAPID RISE OF MARK. Should tbe proposed economic policy be put in effect a rapid rise in the value of the German mark is sure to follow, because German industry will come rapidly back toward normal. The French franc, on the other hand, can not increase in value until France has rebuilt her devastated areas and has her factories again in operation. As to Russia, the French feel that the policy of the allied .premiers shows a lack of knowledge of the real situation. Before Knathm commerce with outside nations can be developed to any extent, the French hold. Russian railways must be rebuilt. France, Italy and Great Britain will find themselves with another big consumer on their hands, while that consumer will not be able, immediately, at least, to supply those goods which the allies most need. Public and press joined with the officialdom in condemning the allied plan. r'The newspapers saw in it a dangerous tendency to deal with Europe as a whole, instead of letting the vanquished pay the price of what the French consider their folly in starting war. The allied policy as interpreted by the French is to make Russia the granary of Europe and Germany her workshop. To do this, the French understand, Lloyd George and Nitti plan to make peace with Russia and give her financial and economic aid and extend loans and credits to Germany. This, they believe, is “playing into the enemy’s hands.” The French assert it would be much better to trust to the United, States to supply necessary materials. Boris Litvinoff, representative of the Russian soviet government at Copenhagen, was quoted in a dispatch from that city as saying that a ship is due at an Estboiuan port today to carry a Russian trade mission to London. It is reported from Rome that two Italian deputies, together with representatives of the Italian co-operative societies, have left for Copenhagen to open pegotiations with Litvlnoft. A Moscow wireless quotes Herbert Hoover as saying that America can not agree with the soviet for an exchange of goods in Europe because it would inevitably result in speculation and profiteering in American products.

Corporations Given Time on Tax Returns WASHINGTON. March s.~lnternal Revenue Commissioner Roper has extended until May 15 next the final vote for the filing of income tax returns by corporations, it was announced today. Difficulties experienced by corporations and Iheir representatives in compiling these returns forced an extension. Collectors in all districts were authorized to accept tentative returns for the calendar year 1919, from ail corporations before March 15. Each return must be accompanied by at least one-fourth of the estimated nmount\of tax due, together with a statement setting forth the reason why the return can not be completed within the prescribed time./ Formal request for an extension must be filed, or subject the corporations to a penalty.

the state farm sentence of forty days. Marrott, who is paralyzed below the waist, was arrested by Lieut. Woollen and federal agents Wednesday on a charge of operating a blind tiger. It was alleged that Marrott sat in a chair and took orders for the whisky, while Theodore Rice, a negro elevator operator, acted as a “runner.” Rice was fined SIOO and sentenced to thirty days on the state farm. Dairymen Urge 4 Gradings of Milk Four grades of milk classification, suggested by the executive board of the Indiana State Dairy association, are being considered today by the state board of health. The state board submitted a plan for three milk grades to the association committee, but the dairymen decided to ask four. , ’ The grades proposed by the dairymen include two grades of high quality milk, to be produced from tuberculin-tested herds under strict supervision for sanitary conditions, these grades to be labeled Grade A, raw, and Grade A, pasteurized; the ordinary milk to be classified as B, raw, and B, pasteurized. General plans of the board of health were approved by the dairymen.
