The Guardian names no tpntirces, however, contenting itself with ,e clear indictment of the practice of carIrylng wartime propaganda methods for Jward into peacetime in a vain hope of *“saving Russia by deluding England." | “The recent war revealed in all the countries au enormous addition to the munitions of mendacity,” says the Gurdian. . “It was the first great war since the rise of the modern science of systematic publicity. That was found to be untrue. I “At one time we were told that it was all an intrigue of the Germans. That was '"found to b euntrue and the German help .was found to be going to the anti soviet jYudenftch. At another time we were Jtold that bolshevism was run by a litstle gang of Jews. Then we were asked to beJlieve that all the primitive cruelty of a {Russian civil war Is to be found on the jside of the 5 per cent of Jews, Germans, Jete., and none of it on the side of the 85 per cent of real Russians struggling against them. * “Meanwhile we see the alleged 5 per frent systematically routing everywhere the armed supporters of the alleged 95 per cent; Kolchak, Yudenitch and Denikin chased out of Russia—Denikin and his armies across half Russia, almost from Moscow to the Black sea. We find the alleged cabal of crazy anarchists carrying on year after year a government to which more and more of the moderate elements are apparently rallying—or which, at any rate, they refuse to resist •■with foreign aid. And where we can get at first hand the report of some intelligent and straightforward Englishman who is not entangled in any propagandist organizations we are given a picture of affairs in Russia which bea*rs hardly a point of resemblance to any of these strange stories of the propagandists. PROPAGANDA CALLED “LIE FACTORIES.” “It will not do. “Both parties to the Russian civil war, like both parties to any modern international war, have their propaganda organizations—what our troops in France called with blunt honestly “lie factories.” ”If either thinks it can save Russia by deluding England it is patriotic of it to try. But for any part of .the English press to accept the propaganda tracts of either Russian faction at their face value and to present them to English readers ns If they could be assumed to rest on serious evidence is an offense against honesty. There is no longer the excuse for an Imperfect"feensc of evidence that there was during the war, when a man’s conscience could give him an amnesty for circulating anything, true or false, that might help to defeat a formidable enemy. “For our part we feel that the whole subject of soviet Russia has now been so hopelessly obscured under accumulations of obviously partisan falsehood that no definite judgment about it can be confidently framed.” Swinging Monument Found in Rockies CANON CITY, C 010,., Feb. .—Gently swaying to and fro, a huge granite monolith forming a unique natural monument has been discovered on Green mountain, several miles north of this city. It is believed to be the only "swinging monument” in the world. The shaft is more than 100 feet high and in the course of many years has become free from all surrounding earth formation, except at the base, which is about twelve feet. wide. In the center, the granite column Is about fifty feet In thickness and tapers off to a width at the summit practically the same as at •the base. Lee Hughitt, water commissioner of Canon City, and A. V. Hodgin, Freemont county commissioner, came across the phenonenon recently while on a hunting trip. They report that the entire shaft moves, probably from two to three feet at the apex, and the swinging is constant under the pressure of light winds. The base of the shaft, they said, Zests In a small hollow about three feet in depth and the contiguous granite formation has been entirely disconnected.

While performing his duties In the MarMe street section he visited a house oe:upied by a Polish family consisting of Iphn Sotla, his wife and twelve children. The church is now practically complete, except for the in- | stallation of the seating. PANIC IN COURT AS FIRE STARTS Judge and Two Boy Prisoners Only Calm Ones. Excitement ran high yesterday at the courthouse, when smoke coming from under the floor of the juvenile court penetrated the entire building. Judge Lahr was bearing a case when smoke and the odor of burning wood and paper began pouring into his court room. Witnesses and others made a rush for ■ the door, but Judge Lahr and two youth j ful prisoners remained in the room, i “Does a feller have to stay here and ibe burned up?” asked one of the lads ; in custody. . They decided to stay when the court showed no fear. The firemen made quick work of putting out the fire under the ' floor of the juvenile court. It is thought that someone threw a lighted cigaret on the floor and that it rolled under an opening near a radiator. The damage was slight but It gave employes of the courthouse a real thrill.
