MEXICO GIVES IN TO OIL MEN Agreement Reached on Question, Says Carranza. MEXICO CITY, .Tan. 22.—Foreign oil companies in Mexico have expressly stated they are “willing to comply with all legal requirements” if such requirements do not violate rights formerly acquired, President Carranza said in a statement issued late tonight. Following reports of a compromise between the oil companies and the Mexican government, the president issued this explanatory statement: “The oil companies have stated expressly they are willing to comply with all legal requirements if these do not violate the companies’ rights formerly acquired. WILLING TO DRILL UNDER PERMITS. “The companies also state they are willing to accept provisional permits to drill wells. These permits will be valid only until congress enacts a .new law ns required under artiele 27 of the Constitution. The companies make it a condition that acceptance or use of such permits shall not injure or prejudice any of their rights as now interpreted. “The companies do not desire to obtain any new rights through the temporary permits and the Mexican government, through issuing of the permits will not abandon any of Its rights or principles. “The president, therefore has decreed provisional permits to drill will be granted under condition the permits shall be valid only until congress enacts a law under article 27. WELLS BEING DRILLED AFFECTED. “The permits to be granted include completion of wells started after May 1, 1917, and comprise wells already sunk or in process of drilling. “Applications from companies to drill wells must contain a statement that the permit does not grant the company new rights or take from the government any of its rights. Applications also must include a statement that the comnsny agrees the permit shall be valid only until congress enacts the new law under Article 27. “Interested parties shall comply with the precepts of the new law or forljelt any rights granted by the permit. “Finally these permits shall not effect various questions now under debate internationally, neither shall they prejudice any pending legislation.” Cat in Poultry Show Has SIOO Breakfast NEW YORK, Jan. 22.—A 6tray tom cat projected himself into the annual poultry show in progress here in Madison Square Gardeu and had a SIOO breakfast on two carrier pigeons on exhibition j by a Baltimore fancier. WAYNE, Ind., Jan. 22.—1n the fire of the Weil Brothers hide and fur warehouse in the wholesale district late yesterday, causing a $325,000 loss, one man is believed to have lost his life. Henry Ranney, 72, an old employe of the company, was at work on the third floor of the building with C. W. Barton when the fire broke out. Burton escaped with difficulty and it is believed Ranney was overcome and perished in the flames.

FRIENDS OF ART BOARD HONORS MRS.E. P. HODGES Other Retiring Director Asks Relief and Successor Is Elected . Mrs. Edward P. Hodges was reelected a member of the board of directors of the Friends of American Art, which w r as held yesterday afternoon at the Herron Art Institute. L. C. Hensmann, the other retiring board member, was renominated, but asked to be relieved from office on account of the pressure of other work. Ell Lilly was elected to succeed him. The other five members include Mrs. James W. Fesler, Edwin A. Hendrickson, J. Irving Holcomb, Thomas C. Howe and Mrs. E. H. Sweetser. Mr. Huesmann, as president of the association, reported a membership of sixty-five, and said that the interest manifested in the society is such as to insure a hundred members within a short time. As each member is pledged to give not less than SSO annually for five years for the purchase of works by American artists for the permanent collection at the Herron Art Institute, the present membership insures an annual fund of at least $3,250. The treasurer’s report, read by J. Irving Holcomb, shows that $2,250 has been collected as membership dues and Is now available to spend for pictures or other works of art. An interesting discussion as to the kind of art to be bought and the methods of purchase took place at the meeting. A purchasing committee of five members will be appointed by the board at the next meeting, which probably will be held next Saturday. There will also be an election of officers at that time. OBREGON DENIES REVOLT REPORT Just as Loyal to Carranza as Ever, He Declares. MEXICO CITY, Jan. 22/— Reports circulated at San Antonio, Tex., that Gen. Obregon is fomenting a fresh revolution in Mexico, were denied by Gen. Obregon in person today. “Rumors said to be in circulation at San Antonio that I am active against the government are absolutely false,” said Gen. Obregon. “I am just as loyal to the Carranza government as I ever was.” Gen. Obregon has just returned from a tour of the central states of the republic, where he has been working in behalf of his presidential candidacy. Mayor Charnley takes the stand that the 1909 act amends a law passsed in 1891, which was repealed prior to 1909. The law under which Mayor Charnley made his appointments provides that the health boards shall serve, while the law’ of 1909 provides they shall serve four years. The Indianapolis board is
