SAYS DEPORTEES ARE HELP TO RUSS BERLIN, Jan. 19.—Russia welcomes the return of bolshevik sympathizers deported from the United States, for Russia requires either German or American help for construction, declared Carl Radek, former of the propaganda section of the soviety government and formerly Lenine's main lieutenant In Germany, today. Radek has been deported from Germany, being sent out of the country by way of Poland, but he gave a long and important interview, setting forth his impressions before he left. A report has been received from the United States that Ludwig Martens, the so-called “soviet ambassador,” was about to be deported. “So they may deport Martens and keep George Bakhmeteff, the minister of a nonexistent Russian government," he commented. “Bakhmeteff is living upon money from unfilled Russian war contracts. “IVe would be glad if Martens returned. He is an engineer of the highest technical ability and such are needed for the rebuilding'of Russia. We can use all that the United States has depbrted. Their education and experience in America will be valuable to our government. But you Americans should have put your Statue of Liberty on hoard the deportation ship, sending it to Moscow along with the bolsheviki.” Radek then went into a long political dissertation declaring that the United States is not free, but is autocratic, whereas Russia is the new land of freedom. What would not only republican politicians, but American mothers and fathers be saying now?” Admiral Sims’ own report on the wonderful efficiency in transporting troops to Europe almost without loss and in record time is being quoted against him today. DANIELS RESERVES COMMENT FOR LATER. Secretary Daniels refuses to comment at length on the Sims letter on the ground that anything which be might have to say would better be said before the senate committee. And other officials follow his Jead in so far as talking for quotation is concerned. Attorney General A. Mitchell Palmer's utterance In a recent speech, however, was cited as of the feeling in certain political circles here over, not the present Inquiry especially, but over the general situation. He said: “The record which has led up to the Issue of the war 'was written by the democratic party. Upon that record we stand. The part which the republican leaders have chosen to play has been merely to criticise our methods, belittle our achievements, Investigate our victories.” Veterans Place Car in Market Street The board of works today officially granted the World War Veterans permission to place a “dinky” street ear In Market street at the Pennsylvania street intersection, which will be used as downtown headquarters of that organization during a membership drive, Feb. 23 to 27.
