Fourth of July. We are requested to say that a meeting of the citizens of this place and vicinity will be held at Mr. Cable's Hotel on Wednesday evening next, at half after 7 o'clock, to make arrangements for celebrating the approaching anniversary of American Independence. A general and punctual attendance is requested.
Claims on France. The arrivals front Paris, bring the pleasing intelligence that the French indemnity bill for 25,000,000, has passed the Chamber of Deputies, by a vote of 281) to 137. It is stated that a condition is attached to the bill, requiring some explanations in reference to the president's message. This was expected ; but the explanation, we apprehend, will not go much farther than to say to France : "You owed ub, and was bound in honesty to pay the debt."
Western Monthly Magazine. The May No. of this truly excellent periodical, has been received. The style, matter and execution of the work do honor to the publishers. With a view to render the Magazine still more interesting, and worthy the character and growing importance of the west, the publishers, (Messrs Taylor and Tracy,) offer liberal premiums fur original ta.le3, essays, and poems. Contents of Vie No. for May : "Outlines of Phrenology ; Teachers1 convention at Cincinnati ; Thoughts on a standard of character; Poetry the Violets; Niccolo Machiavelli; Poetry the Solitary Man; Ohio, its etymology; Rosicrusian; Western Artists A. Corwin; Oaths; Queries to the Learned; Balloon ascension ; Critical notice?, viz: Watt's Psalms, a winter in the west, lectures on Scepticism, Flora of the . western states, -digest of the laws of Kentucky, a plea for the west, Meteorological table."
But this is act all. We will traco the Editor into another Geld and see his consistency there. It was stated by the Times, previous to the election, that the Wilmington ticket was pledged to go for the removal cf the court house to the centre. Since, he has denied that the centre was ever named, but still insists it was pledged to remove. Mr. Pluinmer, on the day of election, publicly disclaimed ever having made such a pledge. Thus we see ?Ir. Plunimcr running in the lower part of the county for removal, in tho middle againxt it, and in the upper end either for or against i7,just as it happened; and this, no doubt was what swelled his majority so great. And, notwithstanding this notorious fact, the Editor of the

ous expression ot the people that the seat of justice mu be removed. He has also said that we (of Lawrencebun:
township) have "a terrible anxiety to retain the county seat." Now to show his consistency we will investigate the truth of these two statements. The vote given in this township at the last August election, was, for Mr. Plum-

vote certainly proves but one of two things: it either proves that the people did not vote with a view to the county seat question, or they are not anxious to keep it. The Editor may choose either horn of the dilemma ho thinks most agreeable. We might site many other instances of the consistent and commendable means which have been used to effect the'removal of the court house to Wilmington, and show also the manner in which the petition to the last legislature was got up; but we think proof enough is given, with the evidence before every individual, to show that no expression of public opinion has yet been had on the subject. Consequently, the attempts made by the Editor of the Times, to induce a beliefon the minds of the commissioners, that they would, by removing the court house to Wilmington, act in conformity with the will of the people, either expressed or implied, is abase imposition, and fully justifies the use of the language to which he has taken umbrage. "When," then, the Editor of the Times, "through a malicious and mischievious disposition," and goaded on by the pangs of a guilty cone ience, shall demand an "explanation," of our language, either in his own "name" or that of the 'people,'
we snail be pleased to be as able to give it as we are now.
It may be proper to observe here, that we intend noth
ing disrespectful to those who were nominated at the Wil
mington convention, nor to the great body of the people who
supported them. A large majority of those who voted for them with a view to the county seat question, did so, no
doubt, with a desire, at least, of settling a disagreeable con
troversy, if no real benefit to tho people was to be realized.
' Baltimore Convention. We insert in another column, a short notice of the proceedings and result of the deliberations of this body, extracted from the Globe. The meeting was pretty well attended delegates being present to the number of the electoral vote from Maine, New Hampshire, Massachusetts, Vermont, Rhode Island, Connecticut, New' Jersey, Pennsylvania, Delaware, Maryland, North Carolina, Georgia, Kentucky, Ohio, Indiana, Tennessee, Mississippi, Missouri, Michigan, Louisiana, and Arkansas. ' The delegates from this State were Samuel Milroy, Daniel Reid, John Spencer, A. F. Morrison, John Cain, Livingston Dunlap, Thomas B. Brown, Jesse Jackson, Marinus Willett, N. Jackson, and John B. Dubois.
The whole proceedings are too long to insert in our fcheet. We shall, however, take great pleasure in transferring a portion of them into our columns, including the speech of Mr. Holt, of Louisville, on the nomination of R. M. Johnson. We consider it a splendid effort, alike honorable to the man, and worthy the occasion on which it was delivered.

Mr. Laxe will be pleased to see as many of his fellow citizens of the 4th Congressional district, as may find it convenient to attend on the days and at the places hereinafter mentioned; when it will afford him the most unfeigned satisfaction, to give them a brief and unvarnished history of the last Congress in relation to the interesting and all exciting subjects discussed and his opinions on the several questions which in all human probability will have to be definitely acted upon by the next Congress questions of a more grave and awakening interest than have ever been presented to an American Congress questions upon a just

Satisfied as we were that nothing yet has transpired by
which the wishes of a majority of the people of the county could be ascertained, relative to the location of the county seat, we suggested last week, without knowing the opinion of
any individual on the subject, the propriety of selecting the two most prominent points, (this place and the centre) and
let tae people vote with reference to them at the ensuing August election. Those with whom we have conversed on the subject, do not approve of the plan choose rather to name no point. We consider this statement due the people of this place, knowing the efforts which have and will be made, by the editor of the Times, to crcato a belief that the same dissatisfaction would be manifested here, were the court bouse removed from this place to any other in tho county.

Hail Jload. The directors of the Lawrenccburgh and Indianapolis Rail Road, held a meeting in this place during the past week, to determine, among other things, the most suitable point of commencement within the corporation. After examining the several routes (3 in number) from High street to Newtown, and taking into consideration the cost, the present and probable future condition of the town, the board determined to commence the work on the lower line on High street, near the boundary of the corporation, running thence through Newtown, in a direction up Tanner's creek. The division thus permanently located is about a mile in length, requiring a heavy embankment about one-third the distance; and, when completed, will form a line of road from High street to the rise of ground at Newtown, sufficiently elevated to afford a dry and convenient thoroughfare to the old town at all seasons of the year. The plan of construction contemplates a surface of CO feet, which is believed will be wide enough to accommodato ordinary travel and leave room for tho Hail Road track in addition.
The cost of constructing this division of the road, will no doubt be considerable, particularly between the two towns, which made it a matter of consideration with the Rail Road Company, whether it would not be better to commence the work at Newtown omitting the expensive
part to the river. The liberality and public spirit of our citizens soon removed the obstacle in the way of cort, and
determined the board on a different location. 1 he whole
estimated expense, we believe, has been made up, and put
at the disposal of the company ; and we now have the
cheering the certain assurance, that the work will be com
inenced in a short time and prosecuted with vigor during
the summer. JSotice for proposals for constructing one mile of the road, commencing at High street, has already
been given, and contracts will be entered into from and
after the 15th inst. The benefit a resulting from a completion of the propO'
fed work, even as far as Tanner's creek during this season,
will be incalculable to this place and vicinity, and should not be coolly regarded in the commencement. The day when the first spade full of earth shall be removed, should
be set apart and celebrated in an orderly, cheerful and becoming manner. We cannot mistake the character and feelings of our citizens so much, as for a moment to doubt that every suitable preparation will be made to honor the occasion in a style befitting its importance. Other places in this State have had their days of feasting and jolity, in anticipation of the glorious results of gome newly projected scheme of internal improvement ; and why not we 1 The Rail Road Company from this place to Indianapolis, can lay claim to the honor of constructing the first mile of this kind of improvement in the State ; and now have fairer prospects ahead of the final accomplishment of the work on hand than any other. We will even venture the asseition jhat they will hold, as they now certainly have the lead in improvement, of any Rail Road Company in Indiana.

tions; which, after being read, were unanimously adopted: However desirable it may bo to every citizen of the county, that all the strife and local prejudicies which have so long distracted us, and enervated our political influence in the Legislature, should be laid aside, that we might unite and with one mind, and one spirit engage in those improvements, which would be worth' of the old, populous, and wealthy county of Dearborn; still, believing that the late location of the seat of justice made in May last, at Wilmington, not only gives great dissatisfaction to a very large majority of the people of the county, but will be a hardship and inconvenience not to be endured by a large portion of the citizens in the northern part of the county : wc feci it our solemn duty to take such measures as will insure another location of ihe seat of justice, that it may be fixed in some spot, that, as near as possible, may give general satisfaction ; and quiet those murmurs which have so long disturbed our harmony : Therefore, Resolved, That we will use our best exertions to elect men to the next Legislature, who will pledge themselves to use their influence to cause a relocation of the county seat of Dearborn county, more consistent with justice and more agreeable to the feelings of the citizens of the cotuity, than the present location at Wilmington. Resolved, That we approve of a convention to bo held at Manchester, on the 15th inst. for the purpose of nominating candidates for the next Legislature. Resolved, That we will support the candidates nominated at said convention, and will make use of every reasonable and honorable effort to insure their election. Resolved, That ten delegates be appointed from this
township to meet in said convention.

The Editor of the Times, in his usual polite and courteous manner, calls us to account, for saying that we were linot surprised at the decision of the commissioners in relocating the county scat at Wilmington, knowing the means and exertions w hich had been made to bring about that result." From tliis he thinks all is not right. He fears the
people are not sufficiently hood-winked that suspicion is abroad an investigation pending and on such occasions none are so ready to urge it on as the delinquent himself; and hence the inquiry into the meaning of our lansaiaae. To
ease his mind on this subject we will state what we meant by
the wordjj objected to ; hoping it may serve to show in some
degree, the reason of the late decision of thej commission-
crs, as well as the necessity of our being on our guard
when such humbugs are raised, and leave the editor to ex
plain it to the satisfaction of those (if any there be) who believe in the uniform propriety of his conduct. And, first, we say the means employed in the formation
of the "removal ticket," were far from honorable or com
mendable. It is well known to the people of the whole
county that the I imes, from the start of the county seat
question, proclaimed the centre as the place for its relocation. It was also understood by the Times and its advisers, that unless they could secure the vote of Manchester township, all their efforts to effect a removal must prove futile and hence this c for the centre. But Manchester was not to be trapped so easy ; and finding their bait was not likely to be swallowed, they deemed it advisable to call meetings iuthe lower end of the county and hold, what was termed, a county convention, for the purpose of throwing out something more facinaling or palitaLlc to their intended game. This convention accordingly met at Wilmington, and with becoming magnanimity, voted that Manchester should have, in additon to the county seat, the State Senator. During all this time, it will be
remembered, not a breath was heard of W llmington's pretensions. Rut as soon as the election was over, and their ticket successful, what do we hear? Is Manchester the favored spot Oh, no. Another string is touched, and something like this salutes the ear, from one of these promising men, and re-echoed, eulogized and declared to be the sentiments of the people of the whole county, by this fo?iftjfeniman of the Times, to wit: "That no man of common sense ever thought of locating the county seatjxt the centre hut Wilmington teas the place," Sec. Arc. Now what is the inference 1 Why, it is just what it has proved to b, that they never intended it should go to any other place than Wilmington and their disinterested zeal for the welfare of Manchester, for popularity. Are these fair and honorable "means," for promoting the public good?
