The Rising Sun Times announces Dr. Pierce L. Tanxer, of that place, as a candidate for Recorder, at the ensuing election id tlrs county. Gen. James Dill is put in nomination, in the tame paper, for the sameoiEce, at the ensuing election. - The Tier. O. B. Brown has resigned h:3 station as chief 6lcrk in the post office department, and the postmaster general has appointed Dr. Richard C. Mason, of Virginia, to fill the vacancy. A bill has been ordered to be engressed, in the . Senate of the United States, to change the organization .of the Post Office Department. The vote was unanimous.'

We have just learned, verbally, by a friend from Cincinnati, that information has reached that city of the reception of the President's message in Paris. It is represented that it created considerable interest in the legislative departments of the French government, and was the subject of general convereation throughout the great metropolis. We shall be able, we presume, to give the news in reference to this interesting matter in our next.
