A Bill "to charier the "Union Bunk of Tennessee," has passed the Legislature, and it is expected the Bank will shortly go
into operation.
To the Patrons of the Palladium. Encouraged by the kind indulgence received last winter, and by the confidence still reposed in me by the editor of this paper, I have again undertaken its management during the approaching session of the legislature. The Presidential canvass being over, and the bitterness of feeling, too often engendered by a closely contested election, buried, as I trust, with the inciting cause, the sarne apprehension of creating enemies, or wounding the sensibilities of political op ponents, docs not now, as heretofore, exist. The struggle is ended, and I conceive it to he the duty of every man, let him have been for "Paul or Apollos," to dismiss all party bickerings and animosities, and join, with
unprejudiced minds, with cordiality and
good feeling, in support of all measures cal culated to benefit the country, by whomso
ever they may originate. Patriotism and
good policy surely dictate this course, and
it is to be hoped that it will be universally
adopted. There will be subjects of suffi
cient interest, to engage the attention o
every man who values as he ought the well-
being of his country, and the prosperity and
security of her free institutions, that will be fair and legitimate subjects for newspaper discussion, which will receive all the attention they may merit. I am promised the assistance of the editor, in giving the details of the proceedings of the legislature, and other matters, of interest to his constituents, which may meet his observation during his residence at the seat of state government. With these premises, I intrust myself to the liberality of a generous community. H. LADD.

The Congress of the United States and the Legislature of this State both commence their sessions on Monday next. The attitude assumed by South Carolina in regard to the Tariff laws, the Bank question, together with the ordinary routine of business, will render the approaching session one of unusual interest. In our State Legislature, the most embarrassing subject will probably be districting the State, agreeably to the census of 1830. There is, also, a Senator in Congress to be chosen to succeed Gen. Tipton, after the 3d of March next Canal Commissioners to be elected and the subject of a State Bank will undoubtedly be discussed, if nothing more.
We shall keep our readers advised of the
movements of both bodies as far as our lim its will permit.

carried on with great warmth. Mr. Carroll did not hesitate, but took side with the lovers of liberty.
He wielded a ready pen, and was soon
known, as one of the most powerful political
writersjn Maryland. He foresaw early that an appeal to arms must be made, and boldly
recommended preparations. Early in 177G, lie was sent as one of a Commission to Canada, to induce the people of that province to join us in opposing
the mother country. Ihe disasters which had previously befallen our arms in that quarter rendered the mission ineffectual. He returned in June, 1700, and instantly
repaired to the convention of Maryland, of
which he was a member: and there, urmng them to withdraw the instructions they had given their delegates in Congress, not to
vote for independence, at length succeeded. He was appointed a delegate to Congress. On the 18th of July, he presented his credentials to the Continental Congress at Philadelphia, and on the second day of August
following subscribed his name to the immortal instrument. He was considered at tho time, as one of the most fearless men of the

It is vastly funny, now that the elections are over, and the result satisfactorily ascertain

the opposition editors have made and usher

from the N. Y. Courier & Enquirer, as spe

the Editor is in ecstacies, thus: ' GLORIOC3 NEWS FROM PHILADELPHIA.
The battle has been bravely fought in the
Democratic State of PENNSYLVANIA, and
the PEOPLE have nobly triumphed over a corrupt administration and its unprincipled Agent3. Pennsylvania was the strong hold
of Jacksonism; but thank GOD the honest
farmers of the Country the Democracy o: the State have shaken off the delusion un der which they labored,1 &c. The next day we find the following GOOD NEWS FROM INDIANA.
All is safe with Indiana. I cannot believe
there can exist a single doubt, but that Indi
ana will give her vote for Clay. We often
speak and write as we wish things to be. Bu
on this I predicate my assertions and opinions on known facts. We shall have a clear
majority of upwards of 3000 in Indiana.' On tha 7th, a Clay letter-writer in Phi la
dclphia holds out the following comfoi table
expectation:
4 We expect to carry the State by a small
majority.' The Editor comes down a peg on the Stl
In allusion to the Pennsylvania election he
says,
We have not time this morning to enter into a review of the past or of our hopes for
the tuture. bulhce it to say at present, tha
by accounts received from Philadelphia las
mghf, it is evident that Pennsylvania h gone for Jackson.'
Of New York, same date, he says, We
believe religiously, that her vote has been
decidedly Anti-Jackson.' And, 'Ohio is be
yond all doubt Anti-Jackson, and if (en passant these ifs are always in the way) her voters have rallied to the polls all is safe.'' On the 0th the Editor advises his friends 'not to bet,' but still claims the State. On the 10th he isat enmity with cousining hope,' and proclaims that all's lost showing that, although he may be airily ffcliiiciaii, he is but a scrry prophet.
