Pcblic No. 122. AN ACT to authorize the sale offends reseived from sale at Fort Jackson, in the State of Alabama. Be it enacted by the Senate and Ilouse of Representatives of '. the United States of America in Congress assembled , lhat the President of the United States be, and he is hereby, authorized to offer for sale, the lands heretofore reserved from sale at fort Jack son, in the State of Alabama. Sec. 2. And be it further enacted, That 'every settler on said lands, who, prior to the year one thousand eight hundred and thirty, cultivated any part thereof, and is now in possession of the same, shall be allowed to enter at the proper land office, one quarter section, according to the provisions of the first section of an act to grant pre-emption rights to settlers on public lands, approved May twenty-ninth, one thousand eight hundred and thirty. AC ACT granting certain city lots to the corporation of the Columbian College, for the purposes therein mentioned. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there shall be, and hereby are, granted to the Columbian College, in the District of Columbia, lots in the city of Washington, to the amount, in" value,' of twenty-five thousand dollars; which said lots shall be selected and valued by the Commissoner of the Public Buildings, when requested by the trustees of the. said college; and when the said lots shall be so selected and valued,' the same shall be vested in the said corporation, jn fee simple ; to be by them held and disposed of in the manner following, that is to say; the said corporation, by proper and lawful act or acts, under their corporate seal shall sell and dispose of the said lots as coon as reasonably practicable, for tho best price or prices they can obtain ; and shall vest the proceeds of the same in some public stock, or in stock of some incorporated bank. Sec. 2. And be it further enacted, That, when the lots aforesaid shall be selected and valued as aforesaid, the said commissioner shall make return of the numbers and description thereof to the clerk of the circuit court of the county of Washington ; to be by him recorded among the records of land titles in the said county. . . Sec. 3. And be it further enacted, That the proceeds of the sales aforesaid, so to be vested, shall not be otherwise used by the said trustees than as a capital, to be by thern forever hereafter kept vested as aforesaid; and the dividends or interest therefrom accruing, shall, by them, be used and applied in aid of the other revenues of the said college, to the establishment and endowment of such professorships therein as now are, or hereafter shall be, established by the said trustees; and to and for no other purpose whatever. AN ACT for the benefit of Saint Vincent's Female Orphan Asylum of the city of ll'.l' A "l . . 1. .. n , asimigion, unucr me direction ot the "Sisters of Charity," and of the Washington City Orphan Asylum and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Commissioner of the Public Buildings be, and he is hereby, authorized and required to select and value such of the building lots and parts of lots, owned by the United States, in the city of Washington, as he shall think may be brought to market and sold to the greatest advantage, to the amount of twenty thousand dollars, which he shall divide and separate into two parcels of ten thousand dollars worth each, one of which at his election, he shall convey to the "Washington City Orphan Asylum," and the other to the "Saint Vincent's Female Orphan Asylum of Washington, under the direction of the Sisters of Charity," and to the successors of each forever. Sec. 2. And be it further enacted. That the said lots and parts of lots so to be selected and valued, shall be free from taxes for five ycara, unless sooner disposed of by the said Corporations or either of them; and that so soon as the said Corporations, or either of them, shall dispose of any part of the property hereby granted, the part so disposed of shall be subject to taxation. Sec. 3. And be it further enacted, That each of the said Corporations, shall be authorized to sell and dispose of all or any part of the property hereby granted to it, for a term of years, or in fee simple, at such times and on such terms as it shall deem most ad-
visable : Provided, That the interest of the money arising from the sale, lease or rent of the aforesaid lot of ground or any part thereof, shall not be applied to any other object than to the purposes for which the beforementioned Institution was established. Sec. 4. And be it further enacted, That the sum of fifteen hundred dollars be appropriated for enclosing and improving the public Reservation, marked number eight, on the plan of the city. Public No. 125. AN ACT to release from duty, iron prepared for, and actually laid on, railways or inclined planes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, 1 hat wnen it shall be satisfactorily proved to the Secretary of the Treasury, that any rail iron imported for the purpose of being applied in the construction of any railroad or inclined plane by any State or incorporated company has been actually and permanently laid on any such railroad or inclined plane, that then, and in that case he may allow a drawback of the duty on such rail iron so laid, or if the duty shall have been actually paid, he may refund the same; any thing in any act to the contrary notwithstanding: Provided, that no iron shall be considered as railroad iron but such as is prepared to be laid upon railroads, or inclined planes, without further manufacture. Sec. 2. And be it further enacted, That whenever any railroad iron may have been or shall hereafter be imported by any State or incorporated company for the purpose of being laid down on any railroad, and the bonds given tor the duties on the same shall become due before the said iron can be so laid down, the Secretary of the Treas ury be, and he is hereby authorized to ex tend the time for the payment of so much of said bonds, as shall be equal to the amount of the drawback, to which said State or com pany may be entitled : Provided, the time shall not be extended beyond three years from the date of the importation; and where any such State or company may have already paid the whole amount of any such bond, the Secretary of the 1 reasury be authoriz ed to cause the amount of the drawback on the same to be refunded on taking bond with sufficient sureties that the same shall be re paid, should the iron for which said bond may be given, not be actually laid down within three years from tho time of impor tation. AN ACT supplemental to the act "granting certain relinquished and unappropriated lands to the State of Alabama, for the purpose of improving the navigation o the Tennessee, Coosa, Cahaba, and Black Warrior rivers," approved the twenty-third day of May, one thousand eight hundred and twenty-eight. Be it enacted by the Senate and Haiise of Representatives of the United States of America in Congress assembled, lhat it shall and may be lawful for the btate ot Ala bama to alter the plan for the improvemen on the Tennessee river below Florence, by canalin'g instead of sluicing, so as to accomplish the object which Congress had in view in making the appropriation: Provided That not more than one hundred and fifty thousand dollars, including the sum already expended on that part of the river, shall be expended below the said town of Florence Approved, July 14, 1832. s Resolution, No. 2. RESOLUTION concerning the recording of Patents for useful inventions. Resolved by the Senate and House of Re presentatives of the United States of Ameri ca in Congress assembled, 1 hat the Secre tary of State, out of the proceeds arising from the fees on patents for useful inventions, discoveries and improvements, procure the necessary books, stationary, and other accommodations for recording the patents issued and unrecorded, as well as those hereafter to be issued, and that he employ, and pay at a rate not exceeding twelve and a half cents for every hundred words, so many clerks as may be requisite, with convenient despatch, to record the same. Approved, March 7, 1832. Resolution, No. 3. RESOLUTION respecting the pay of the Marines. Resolved by the senate and House of Representatives of the United States of America in Congress assembled, That the pay, subsistence, emoluments and allowances of officers, non-commissioned ohicers, musicians and privates of the United States Marine Corps, shall be the same as they were previously to the first of April, one thousand eight hundred and twenty-nine, and shall so continue until they shall be al tered by law. Approved, May 25, 1832. Resolution, No. 5. RESOLUTION for the distribution of the returns of the Fifth Census. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of State be instructed to furnish to each member of the present Congress, and the
Delegates from the Territories, the President and Vice President of the United States, to each five copies; and to the Executive of each State and Territory, and the presiding officer of each branch of every
btate or Territorial Legislature, for the use of the body over which he presides; to the several Colleges and incorporated Historical Societies and Athenaeums, in the United States, and the Academy at West Point, each one copy; for the use of the Depart ments, State, Treasury, War, and Navy, five copies each; for the use of the Senate, ten copies, and for the use of the House of Re presentatives, twenty copies of the Marshals' returns of the fifth census, and of the revision of the former returns of the population of he United States; and that the residue of he copies thereof be deposited in the Li brary of Congress. And be it further resolved, That, of the copies of the Secret Journals of the old Congress, remaining for distribution, there be a further distribution as follows, namely: that one copy of each volume be delivered to each member of both Houses of Congress, and that the residue remain for a future order of distribution. Sec 3. And be it further resolved, That the Secretary of the Senate and the Clerk of the House bey and hereby are, directed to divide the remaining documents of the two Houses from the fourteenth to the eighteenth Congress inclusive, and to keep them

Resolution, No. 7.1 RESOLUTION for binding the several co pies of the returns of the fifth census, printed by authority of the act of the twenty-third of May, one thousand eight hundred and thirty. , . Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Senate, and Clerk of the Ilouse of Representatives cause the returns of the Marshals of the States and Territo ries of the enumeration of the inhabitants of he United States and the schedule of the whole number of persons within the United States taken according to the different acts providing for the enumeration of the inhabi tants of the United States, printed by au thority of the act of Congress of the twenty third of May, eighteen hundred and thirty, to be bound in suitable binding, and that tho same be paid for, out of the contingent fund of the two Houses of Congress. RESOLUTION to repeal a resolution, approved the twenty-ninth day of April, one thousand eight hundred and sixteen, authorizing the President of the United States to employ a skilful assistant in the corps of engineers. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That j from and after the first day of October next, tle Joint Resolution, approved the twenty-ninth day of April, one thousand' eight hunderd and sixteen, authorizing the President of the United States to employ a skilful assistant in the corps of engineers, be, and the same is hereby, repealed. Approved, July 14, 1832. Resolution, No. 9. RESOLUTION in relation to the execution of an act supplementary to the act for tho relief of certain surviving officers and sol diers of the revolution. .. Resolved by the Senate and House of Rcprcscntaiives of the United States of America in Congress assc?7iblcd, That, in execution of the act supplementary to tho act for the relief of certain surviving officers and soldiers of the revolution, approved June seventh, one thousand eight handled and thirty-two, the time of imprisonment as a prisoner of war, shall be taken and computed as a part of the period of service. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Document containing the Fifth Census be transmitted free of postage, by mail, to Members of Congress and other persons entitled to receive the same. Approved, July 14, 1832. Resolution, No. 11. RESOLUTION respecting tho Biennial Register. Resolved by the Senate and House of Rc presentatives of the United States of Ammca in Congress assembled, That , hi addition to the matter heretofore contained in the Biennial Register, published by direction of a joint resolution passed on the twentyseventh of April, one thousand eight hundred and sixteen, there shall bo included a correct list in the next Register, of all printers of the laws of the United States subsequent to the thirtieth of September, one thousand eight hundred and thirty-one, to the thirtieth September, one thousand eight hundred and thirty-three, with the com pensation allowed to each; and of all printers within the period aforesaid, in any way employed by Congress, or by any department or officer of the Government, with the compensation allowed to each, designating the department or officer causing tho printing to be executed; and that said Register shall contain a correct statement Of all al lowances made by the Post Master General within the period last aforesaid, to each con tractor on contractors for carrying tho mail, discriminating tho sum paid as stipulated by the original contract, and the sum as additional allowance. And to enable the Secretary of State to comply with this" resolution, the several heads of departments, and officers directing or incurring the expense, or making t the allowances mentioned, shall cause the Fists, and the matter hereby required to be added, to be lodged in the office of the Department of State, as is directed in other cases by the resolution of April twentyseventh, one thousand eight hundred and sixteen. Resolved, That said Register shall contain a correct list of the Presidents, Cashiers, and Directors cf the Bank, of the United States and its branches, in office on the thirtieth of September, eighteen hundred and thirty-three; which list shall be transmitted

Whereas a Convention between tho Uni ted States of America, and His Ma jesty the King of tho French, was concluded and signed at Paris, on the fourth day of July, in tho year ofotir Lord, one thousand eight hundred and thirty-one; whicti Convention i3 word for word as follows: The United States of America and His Majesty tho King of the French, .animated with an equal desire to adjust amicably, and in a manner conformable to equity, as well as to the relations of good intelligence and! sincere friendship which unite the two coun trie?, tire reclamations formed by tho respective Governments, have, for this purposa named for their plenipotentiaries to wit, tho President ot the United btates, by and with the advice and consent of the Senate, William C. Rives, Envoy Extraordinary and Minister Plenipotentiary of the said United Slates,' near Hi3 Majesty the King of tho French, and Hi Majesty the King oftho. French, Count Horace Sebastiani, Lieutenant General of his Annies, his Minister Secretary of State for the Department of Foreign Affairs, &c. &c, who; after having exchanged their full powers, found in good and due form, have agreed upon the following articles: article i. Tho French government,' in order to libcrate itself completely from all the reclamations preferred against it by citizens of tho United Stater, for unlawful seizures C8p tures, sequestrations, confiscations, or destructions of their vecscls,' cargoes, or other property, engages to pay a sum of twentyfive millions of francs to the Government of the United States,' who shall distribute it among those entitled, in the nVanncr and according to tho rules which it shall determine. ARTICLE H. The sum of twenty-five millions of francs above stipulated, rhall be paid at Paris, in six annual instalments, of four millions ono hundred and sixty-six thousand six hundred and lxty-six francs sixty-six centimes each,' into the hands of such person or persons aa shall bo authorized by tho Government of the United States to receive it. The first ciistalmcnt shall bo paid at tho expiration of ono year next following the exchange of the ratifications of this conven tion, and ihe others at successive intervals of a year," one after another, till the wholo shall be paid. To the amount of each of the said instalments shall be added interest nt four per cent, thereupon, as upon the other instalments then remaining unpaid; the said interest to be computed from the day of tho exchange of the ratifications of the present convention. article nr. Tho Government of tho United States, on its part, for the purpose, of being ULcralcti completely from all tho reclamations presented by France on behalf of its citizens, or of the Roy id Treasury, (either for ancient supplies or accounts, tho liquidation of which had been reserved, or for unlawful cizures,' captures, detentions, arrests, or aeslrucl,on3 oircnc!i verbis, cargoes, or . ARTICI E IV. The sum of one million live hundred thou sand francs, stipulated in tho preceding article, shall be payable in z annual instalments, of two hundred and fifty thousand francs; arid the payment of each of tho said instalments shall be effected by a reservation of so much out of tho annual Sums which tho French Government is bound, by tho second article above, to pay to the Government of the United States. To tho amount of each of theso instalments shall bo added interest at four per cent, upon tho instalments then paH,s well a3 upon those rtill duo; which payments of interest shall bo ejected by moans of a re servation, similar to tint already indicated : for the payment of the principal. The said interest shall bo computed from tho day of the exchange of tho ratifications of the present convention. ARTICLE V.
