Public No. 102. AN ACT to alter and amend the several acts imposing duties on Imports.

Be it enacted by the Senate and House of

Representatives of the United States of

America in Congress assembled, 1 hat from and after the third day of March, ono thousand eight hundred and thirty-three, so much

of the act entitled "An act in alteration of

the several acts imposing duties on imports," approved the nineteenth May, one thousand

bight hundred and twenty-eight, as is herein

otherwise provided tor, shall be repealed, except so far as the same may bo necessary

for the recovery and collection of all duties

which shall have accrued under the said act ; and for the recovery, collection, distribution,

and remission of all fines, penalties, and

forfeitures, which may have been incurred

under the same.

Sec. 2. And be it further enacted, That, from and after the third day of March, one

thousand eight hundred and thirty-three, in

lieu of the duties now imposed by law, on

the importation of the articles hereinafter

mentioned, there shall be levied, collected,

and paid, tho following duties that is to say:

first: Wool, unmanufactured, tho value

whereof, at tho place of exportation, shal

not exceed eight cents per pound, shall be imported free of duty; and if any wool so imported shall be fine wool mixed with dirt or other material, and thus reduced in value to eight cents" per pound, or under, tho appraisers shall appraise said wool at such price as in their opinion it would have cost

had it not been so mixed, and a duty there

acids: all other dying drugs, and materials for composing dyes, all other medicinal drug9, and all articles not enumerated in this act nor tho existing laws, and which are now liable to an ad valorem duty of fifteen per centum, except tartar emetic and llochelle salts, sulphate of quinine, calomel and corrosive sulimate, sulphato of magnesia, glaubcr salts: Provided, That nothing in this act contained shall bo so construed as to rcduco tho duties upon allum, copperas, manganese, muriatic or sulphuric acids, re

fined salt pctrc, blue vitriol, carbonato of

soda, red lead, white lead or litharge, sugar of lead or combs.

Sec. 4. And be it further enacted, That,

from and after tho third day of March afore

said, so much of any act of Congress a3 requires tho addition of ten or twenty per centum to tho cost or value of any good,

wares, or merchandise, in estimating the du

ty thereon, or as imposes any duty on such addition, shall bo repealed.

ec. 5. And be it further enacted, 1 nat

from and after tho third day of March aforesaid, where the amount of duty on merchandise, except wool, manufactures of wool, or of which wool is a component part, imported

into tho United btates,in any ship or vessel, on account of one person only, or of several persons jointly interested, shall not exceed

two hundred dollars, the same shall be paid

in cash, without discount: and it it shall

exceed that sum, shall, at tho option of the

importer or importers, be paid or secured to

be paid, in the manner now required by law,

one-half in three, and one-half in six calender months; and that, from and after the

said third day of March, so much of the sixty

second section of the act entitled, "An act

to regulate the collection of duties on im

ports and tonnage, ' approved tho second day of March, ono thousand seven hundred and ninety-nine, as authorizes tho deposito of teas under tho bond of tho importer or importers, shall bo repealed. And that so

much ot any existing law as requires teas,-

when imported in vessels ot tho United States, from places beyond the Cape of Good Hope, to be weighed, marked and certified, shall be and tho same is hereby repealed.

Sec. 6. And be it further enacted, That,

from and after tho third day of March afore

said, the duties on all wool, manufactures of

wool, or of whicn wool is a component part, shall be paid in cash, without discount, or, at

the option ot the importer, bo placed iu the public stores, under bond, at his risk, sub

ject to the payment of tho customary storago

and charges; and to tho payment ot interest at tho rate of six per centum while so stored ; Provided, That tho duty on the articles so stored shall be paid one-half in three, and one-half in six months from tho dato of importation: Provided, also, That if any instalment of duties be not paid when tho same

shall have become due, so much of tho said

merchandise as may be necessary to dis charge such instalment shall bo sold at pub

lie auction, and retaining tho sum necessary for the payment of such instalment of tho duties, together with tho expenses of safo

keeping and salo of such goods, the overplus, if any, shall bo re tuned by tho collector to

tho importer or owner, or to Ins agent or lawful representative: And Provided also, That tho importer, owner, or consignee ot

such goods, may, at any timo after tho de

posito shall have been made, withdraw tho

wholo or any part thereof, on paying the du

ties on what may be withdrawn, and the

customary storage and charges, and of in

terest.

Sec. 7. And be it further enacted. That

in all cases where tho duty which now is, or hereafter may bo imposed on any goods,

wares, or merchandise imported into tho

United States, shall, by law, be regulated bv.

or be directed to be estimated or levied umm.
